User/Regulatory fees and charges established by this Resolution <br />shall supersede all previously established Public Utilities Water and Wastewater user/regulatory <br />fees or charges for the same regulations, products or services, and all such previous fees and <br />charges are hereby repealed. To this end, this Resolution shall repeal only a certain portion <br />thereof, to the extent that such resolutions or portions thereof are in conflict with this Resolution. <br />Section 4 Supporting Evidence & Study. The adoption of this Resolution is based on <br />all oral and written evidence presented to the City, including, but not limited to the study titled <br />"City of Colton Water & Wastewater User Fee Analysis Final Report" dated May 4, 2018 and <br />prepared by NBS Government Finance Group, with the assistance and final review by the Public <br />Works Utilities Departments. This study, which documents that all approved fees and charges do <br />not exceed the cost to the city of providing the noted services, is hereby accepted by the City <br />Council. <br />Section 5 CEOA Findings. The City Council hereby finds that, in accordance with the <br />California Environmental Quality Act ("CEQA") and the CEQA Guidelines, the adoption of this <br />Resolution is exempt from CEQA pursuant to Section 15061(b)(3). <br />Section 6 Effective Date of Resolution. The Mayor shall sign this Resolution and the <br />City Clerk shall attest thereto, and thereafter this Resolution shall take effect immediately. <br />PASSED, APPROVED AND ADOPTED this 5th day of June, 2018. <br />RICHARD A.
