R-87-18 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON AUTHORIZATION FOR WATER <br />CONSERVATION PROGRAM RESTRUCTURING AND <br />PROFESSIONAL SERVICE AGREEMENTS THROUGH <br />SOUTHERN CALIFORNIA PUBLIC POWER <br />AUTHORITY (SCPPA) <br />WHEREAS, It is recommended that the Colton City Council approve Resolution R-87-18 <br />authorizing the water conservation division participation, in Professional Services Agreements, <br />between Southern California Public Power Authority (SCPPA) and authorize the City Manager to <br />execute letters of participation with SCPPA as recommended by the Utilities Commission and <br />restructure the following: <br />• Water conservation rebate program to a utility bill credit for any rebates under $500 <br />• Update program language to allow for flexibility on date of rebates submitted with director <br />approval <br />• Add a pilot upstream water conservation program to local Colton stores; and <br />WHEREAS, SCPPA is a Joint Powers Authority, formed in 1980 under the Joint Exerc: <br />of Powers Act of the California Legislature. The City of Colton is one of eleven municipal utilit: <br />and one irrigation district that make up the members of SCPPA. Over the years, SCPPA's role 1 <br />evolved from generation and transmission acquisition, to include legislative advocacy a <br />cooperative efforts to reduce member costs and improve efficiency; and <br />WHEREAS, As a SCPPA member, the City of Colton has the benefit of participating in <br />Professional Services Agreements that SCPPA executes at the request of, and on the behalf of, its <br />members. Since the City of Colton is a member agency the water conservation division can utilize <br />the same benefits of SCPPA's vendors that provide water efficiency measures and services; and <br />WHEREAS, Synergy Companies administers water efficiency programs for hospitality, <br />business audits with direct installations, residential audits with direct installation and municipal <br />department water efficiency updates; and <br />WHEREAS, EFI develops software services for online customer water efficiency <br />catalogs. EFI develops a customized online web browser -based storefront that allows qualified <br />customers to order water efficiency products directly from the City's website. The online catalog <br />provides showerheads and faucet aerators available for sale; and <br />WHEREAS, AESC is an engineering consulting firm that provides evaluation of water <br />-1- <br />
