Water aerators and all <br />items would be branded with Colton Water Conservation Division branding and be sold at a <br />reduced cost to residents in the following Colton stores: .99 store, Dollar Tree, Stater Bros, and <br />Ace Hardware; and <br />WHEREAS, Green Acres Advertising & Design provides marketing planning strategies <br />and development for utilities. The utility will utilize Green Acres for the following: <br />• Marketing planning strategy and development <br />• Execution plan <br />• Media plan <br />• Web strategy consulting <br />• Design and production of print materials <br />• Digital version delivered at completion for use on city website, channel 3 and social <br />platforms; and <br />WHEREAS, The Colton Water Department currently does not have a public benefit <br />charge for water conservation but dedicates a portion of its annual revenue of approximately <br />$235,000 to this effort. The Water conservation programs focus on residential, commercial and <br />municipal water saving programs. The California Department of Water Resources has increased <br />its regulatory authority over conservation efforts over the last five years due to an increase in <br />water scarcity during times of drought; and <br />WHEREAS, Staff recommends that by entering into a professional services agreement <br />with the following SCPPA contractors: Synergy Companies, EFI, AESC, Greenlite Lighting <br />Corporation USA, and Green Acres Advertising & Design, the water conservation division will <br />be more successful in meeting water conservation goals while providing valuable additional <br />service to residential and commercial customers; and <br />WHEREAS, The water conservation division is continually striving to improve the <br />customer experience for Colton residents and by providing an on bill credit for any rebate under <br />$500 the customer will receive the credit faster than waiting to receive a check in the mail. Some <br />of the utility rebates are as little as $15.00 and it costs more for the City to process the rebate and <br />cut a check than the incentive amount. Another update that the utility felt necessary was to allow <br />-2- <br />
