Staff Report to the Mayor and City Council <br />CM employment agreement <br />March 5, 2019 <br />Page 2 <br /> <br /> <br />The Second Amendment increases Mr. Smith’s base salary by 6.8%, from $186,000 to $198,648 <br />per year. Mr. Smith has received no increase in pay since first appointed as City Manager in <br />2015, and this increase is designed to match increases that have been provided to certain other <br />employee groups. <br /> <br />Separately, the Second Amendment adds a cost-sharing arrangement to Mr. Smith’s <br />Employment Agreement, whereby he agrees to contribute 3% of his compensation towards the <br />City’s employer contribution obligations to CalPERS. <br /> <br />These are the only revisions being proposed in the Second Amendment. All the other terms of <br />the Employment Agreement, as amended by the First Amendment, will remain unchanged. <br /> <br />ENVIRONMENTAL DETERMINATION <br /> <br />No impact. <br /> <br />FISCAL IMPACTS <br /> <br />The cost to the City of the increase in base pay is $12,648 per year. The savings to the City by <br />the cost-sharing arrangement will be approximately $5,959 per year. <br /> <br />ALTERNATIVES <br /> <br />The City Council may wish to consider the following alternatives: <br /> <br /> 1.
