Requiring a Conditional Use Permit for uses associated with <br />automobile, motorcycle and truck parking, repair, sales and rentals in various Zones <br />within the City of Colton comports with the Principles stated in the City's current Land <br />Use Element, specifically: <br />o Principle 2: "Strip development commercial corridors stretched out <br />over long roadway distances create inefficient uses of land which need <br />to be improved and upgraded into cohesive land use entities." The <br />proposed Zone Text Amendment would help the City of Colton better <br />regulate the existence of the types of uses as described above by ensuring <br />that these types of uses will not morph into strip -mall type establishments <br />that may not be the most efficient use of the land nor represent "cohesive <br />land use entities." <br />Circulation Element. Requiring a Conditional Use Permit for uses associated with <br />automobile, motorcycle and truck parking, repair, sales and rentals in various Zones <br />within the City of Colton specifically upholds the Goals and Policies of the Colton <br />Circulation Element listed below. By making such uses Conditional, City staff, Planning <br />Commission and associated committees have greater discretion and input to ensure the <br />design of the proposed use comports with the Policies and Goals listed below: <br />o Goal 1: "Develop a transportation system that is safe, efficient and <br />provides adequate capacity to meet local and regional demands." The <br />proposed Zone Text Amendment will allow for in-depth review of projects <br />to ensure that their proposed designs are consistent with this Goal. <br />o Policy Statement 1.1' "Develop a circulation system of City streets, <br />excluding freeway, that is capable of serving existing traffic and <br />expected increases in traffic." The proposed Zone Text Amendment will <br />allow City staff and Planning Commission to adequately condition projects <br />that may result in increases of traffic to the extent that additional road <br />networks may be required to accommodate the use. <br />o Policy Statement 1.5: "Logically relate local street patterns to the <br />overall network of arterial and collector streets as provided for in the <br />Circulation Network. Driveway entrances onto surrounding arterial, <br />secondary and major streets should be restricted when practical, and <br />through traffic on interior residential streets should be minimized." <br />The proposed Zone Text Amendment will allow City staff and Planning <br />Commission to adequately condition and provide substantive input to <br />projects that may result in increases of traffic to the extent that additional <br />road networks may be required to accommodate the use. <br />o Goal 3: Separate vehicular traffic associated with commercial, <br />manufacturing and agricultural uses from residential neighborhoods. <br />-2- <br />
