Requiring a Conditional Use Permit for uses associated with automobile, <br />motorcycle and truck parking, repair, sales and rentals in various Zones within the City of <br />Colton specifically upholds the Principles and Standards of the City of Colton Noise <br />Element. Specifically: <br />c Principle 2: Control noise exposure from future noise generators so <br />the ambient environment will be kept within acceptable limits." The <br />proposed Zone Text Amendment will allow City staff and Planning <br />Commission to adequately condition and provide substantive input to <br />projects that may result in increases of noise levels that may potentially <br />negatively impact surrounding or adjacent areas. <br />Finally, the City of Colton finds that the proposed Zone Text Amendment requiring a Conditional <br />Use permit is reasonably related to the public welfare of the citizens of the City and the <br />surrounding region; indeed, Section 18.58.060(A) in the Colton Municipal Code states <br />specifically that "The purpose of a conditional use permit is to allow certain uses that contribute <br />to the orderly growth and development of the city to be properly integrated into the overall <br />community pattern and zone where located." The provisions in this Ordinance make clear the <br />zones in which various uses not previously included in the Zoning Code are permitted. <br />SECTION 3. Section 18.20.030 of Chapter 18.20 of Title 18 of the Colton <br />Municipal Code, pertaining to the B -P Business Park zone, is hereby amended in its entirety to <br />read as follows: <br />"18.20.030 Permitted uses. <br />A. All uses permitted by right in the neighborhood commercial (C-1) zone. <br />B. Administrative and professional and business support services. <br />E. AateRnebile sales and rentals. <br />D. Communication services. <br />E. Eating and drinking establishments and food and beverage sales. <br />F. Educational institutions, and instructional, library and research services. <br />G. Financial institutions. <br />H. Light laundry services. <br />I. Dental, optical and general medical offices. <br />J. Postal services. <br />K. Reverse vending machines and small collection recycling facilities. <br />L. Repair services. <br />M. Indoor retail sales. <br />N. Child care services. <br />O. Funeral services. <br />P.
