2017 APRIL 04 REG CC/SARDA/CUA/CPFA/CHA MEETING 3 - <br />GIFT DISCLOSURES <br />Mayor DeLaRosa asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor DeLaRosa asked the members present if there were any brief reports on meetings attended at the <br />expense of the City. (GC Section 53232.3(d). <br /> <br />CM Jorrin announced her attendance at the City Council Conference on March 16 and 17, 2017 held at Lake <br />Arrowhead. <br /> <br />CM Woods recently visited the Sheriff’s Academy. <br /> <br />Mayor DeLaRosa attended the Wells Water Conference in San Diego on March 23, 2017. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br /> <br /> Discussion and possible direction to amend Colton Municipal Code, Title 2, Chapter 2.02: Election of <br />City Council Members by District. <br /> <br />CM González presented for discussion to consider changing the current ordinance of a seven district Council to <br />a five district Council. <br /> <br />Four elements to take into consideration: <br /> Cost Savings; <br /> Streamline the council meetings; <br /> Most cities in Inland Empire/County operate successfully with five council members; and <br /> Candidate pool would be better. <br /> <br />Also included for possible change of the elected City Treasurer and City Clerk to an appointed position. <br /> <br />CM González stressed this is only for discussion; nothing will be voted on today; however, if there is a general <br />consensus that this topic has merit, the council can provide direction to bring this topic forward as an agenda <br />item. <br /> <br />Discussion ensued among the Councilmembers present with input from City Manager Smith. At the end of <br />careful consideration the consensus of Council, at this time, not to move forward of changing the current <br />ordinance of a seven district Council to a five district Council. <br />(NO/Toro, Jorrin, Woods, Suchil; YES/ Navarro, González, Mayor DeLaRosa). <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Isabel Salas; Dana Engleman; and Ron Lawrence. <br /> <br />CONSENT CALENDAR <br />Mayor DeLaRosa presented the Consent Calendar Items 1 through 8. <br /> <br />Councilmembers present selected items for discussion and clarification by staff: CM Woods, Item 2; CM Jorrin, <br />Item 6. <br /> <br />Motion and Second CM Navarro/CM González to approve the Consent Calendar Items 1 through 8.
