2017 MAY 18 CC/SARDA/CUA/CPFA/CHA SPECIAL MEETING - 2 - <br /> Revenues <br /> Expenditures <br /> Electric Utility <br />Water Utility <br /> Wastewater Utility <br />Other Funds Update <br />Special Revenue Funds <br />Gas Tax <br /> Capital Project Funds <br />Debt Service Funds <br />Internal Service Funds <br />Community Facility & Special Assessment District Funds <br />Housing Authority Funds <br />Budget Workshop 1 Follow Up Items <br /> Police Department <br /> City Council Office <br /> General Fund Overview <br /> Measure D Oversight Committee Recommendation <br /> <br />POLICE DEPARTMENT <br />Police Chief Owens outlined for Council the proposed Police Department Budget for the <br />FY17/18 as it relates to amended staffing for the addition position of 1 Police Captain; and <br />detailed the following: <br /> <br />Police Chief Responsibilities <br /> Assumes overall department responsibility <br /> Department Goals, Objectives, Policies, and Priorities <br /> Represents the Department, City, and County to all internal and external government, <br />public, and private entities <br /> Requires frequent, ongoing communications with all stakeholders, which requires a <br />full time commitment <br />Police Captain Responsibilities <br /> Oversees the day-to-day operations or functions of a department, allowing the Chief <br />to adequately perform the duties of Chief <br /> Assist in development, implementation, and maintenance of Administrative and <br />Operational Department goals <br />Necessity for a second in command <br /> Designating a second in command is best practice for law enforcement organizations <br /> Absence of a second in command divides a Chief’s time between the Chief’s role and <br />overseeing day-to-day operations <br /> Provides for succession and continuity of command <br /> <br />Discussion and discernment by Councilmembers present with clarification provided by City <br />Manager Smith, Police Chief Owens, Human Resources Director Balderrama, and City Treasurer <br />De La Torre. <br /> <br />Main concerns evolved around the moving of staff, filling of vacancies, and support of a possible <br />increase of ‘boots-on-the-ground’ .an additional police officer.
