2017 SEPTEMBER 5 CC/SARDA/CUA/CPFA/CHA MEETING 5 - <br />(13) Professional Services Agreement / The Altum Group – Authorize the City Manager to execute a <br />Professional Services Agreement with The Altum Group to provide environmental services on behalf of <br />Frances O’Brien – CF Equipment Appeal (File Index No. DAP-001-429). <br /> <br />MAYOR AND COUNCIL ORAL REPORTS AND COMMENTS <br />Comments from Mayor and Council on various issues and activities throughout the community. <br /> <br />Discussion presented by CM Navarro for Council to revisit possible vacancy by appointment for District 2 and <br />rescind the Resolution to call the Election to fill the District 2 Vacancy; no tie vote question by interview will <br />be held; applicant that was not present to be interviewed on August 21, 2017 will n ot be invited to be <br />interviewed; and there will be no interview process to make an appointment. <br /> <br />Consensus by Councilmembers present: CM Navarro/CM González/CM Woods/Mayor DeLaRosa to call a <br />Special Meeting for September 14, 2017; discussion to appoint or call an election to fill the District 2 vacancy; <br />rescind the Resolution Calling the Election if an appointment is made. <br /> <br />CITY MANAGER’S REPORTS <br />City Manager Smith informed Council monies in excess of his authority were allowed as an emergency <br />authorization due to emergency repairs due to the recent power outage; request for approval by Council will <br />return at a future council meeting. <br /> <br />ADJOURNMENT <br />At 7:18 p.m. Mayor DeLaRosa adjourned the Regular Council Meeting in Memoriam of Ron Lawrence. <br /> <br />CLOSED SESSION (cont’d) <br /> <br />C.
