2017 NOVEMBER 21 CC/SARDA/CUA/CPFA/CHA MEETING 5 - <br />Ordinance O-10-17. <br />Vote: Unanimous <br /> <br />CONSENT CALENDAR <br />Mayor DeLaRosa presented the Consent Calendar Items 1 through 10. <br /> <br />Councilmembers present selected items for discussion and clarification by staff: CM González, Item 3; CM <br />Suchil/Mayor DeLaRosa, Item 7; CM Suchil/CM González, Item 8; and CM González, Item 10. <br /> <br />Motion and Second by CM Navarro/CM Woods to approve the Consent Calendar Item 1 through 10. <br />Vote: Unanimous <br /> <br />(1) Minutes – Approval of Minutes for the City Council Regular Meeting Held November 7, 2017 on File in <br />the Office of the City Clerk. <br /> <br />(2) Warrants – Approval of US Bank vouchers dated 10/20/2017 and totaling $34,269.63; vouchers <br />numbers 166625 to 166756 dated 10/26/2017 and totaling $1,150,245.86; voucher numbers 166757 to <br />166841 dated 10/30/2017 and totaling $63,878.11; voucher numbers 166842 to 166977 dated <br />11/02/2017 and totaling $2,024,282.13; voucher numbers 166978 to 167086 dated 11/09/2017 and <br />totaling $2,496,636.06; a payroll disbursement listing for the period 09/23/2017 to 10/06/2017 and <br />totaling $779,315.17; and a payroll disbursement listing for the period 10/07/2017 to 10/20/2017 and <br />totaling $838,667.15, on file in the Finance Department. <br /> <br />(3) City Treasurer’s Report - Receive and File City Treasurer’s Report for August 2017. <br /> <br />(4) Second Reading of Ordinance No. O-09-17 - Wave full reading, read by title only and introduce an <br />Ordinance to amend section 18.38.070 (Electric Fences and Barbed Wire Fences) of Title 18 of the <br />Colton Municipal Code to allow Electric Fences in the M-1 (Light Industrial) and M-2 (Heavy <br />Industrial) zones (File Index No. DAP-001-431), ORDINANCE NO. 09-17. <br /> <br />(5) Contract Amendment – Approve and adopt a Resolution approving Amendment 01 of the California <br />Department of Education Contract CCRT-7196 for the provision of School Age education services in <br />the Community Services Department, RESOLUTION NO. R-92-17. <br /> <br />(6) Contract Amendment – Approve and adopt a Resolution approving Amendment 01 of the California <br />Department of Education Contract CSPP-7421 for the provision of Pre-School education services in the <br />Community Services Department, RESOLUTION NO. R-93-17. <br /> <br />(7) Restricting Parking along Miguel Bustamante Parkway and Agua Mansa Road - Approve and adopt a <br />Resolution restricting parking along Miguel Bustamante Parkway and Agua Mansa Road and amending <br />the schedule of fines and penalties for traffic and parking violations, RESOLUTION NO. R-94-17. <br /> <br />(8) First Amendment to the Professional Services Agreement with Denali Water Solutions, LLC - approve <br />the First Amendment to the Professional Services Agreement with Denali Water Solutions, LLC to <br />increase the total compensation for the removal and disposal of Class B Anaerobically Digested Bio- <br />Solids by $77,790.87, for the period through October 1, 2017; and authorize the City Manager to <br />execute the First Amendment. <br /> <br />(9) First Amendment to GK Associates Professional Services Agreement – Approve First Amendment to <br />the Professional Services Agreement with GK & Associates for Engineering Support and Project <br />Management Services, to increase the amount of compensation by $45,760 for a total compensation not
