2017 NOVEMBER 21 CC/SARDA/CUA/CPFA/CHA MEETING 4 - <br /> <br />Consensus reached to approve the recommendations made by the Ad Hoc Committee in its entirety. <br /> <br />Motion and Second by Mayor DeLaRosa/CM Woods to waive full reading, read by title only and introduce <br />Ordinance O-11-17 which includes the Ad Hoc Committee recommendation of the following sites: <br />Area A (Fairway Drive, Crossway Drive, and Auto Center Drive) <br />Area B-1 (Steel Road, Hunts Lane, and Oliver Holmes Road) <br />Area B-2 (Cooley Drive) <br />Area C-1 (north side of Agua Mansa Road/Cal Portland) <br />Area C-2 (north side of Agua Mansa Road/west of Cal Portland) <br />Area C-3 (south side of Agua Mansa Road/across from Cal Portland) and <br />Area D (Agua Mansa Road, Riverside Avenue, and Miguel Bustamante Drive). <br />Vote: Motion carried with CM Navarro voting NO. <br /> <br />Mayor DeLaRosa requested Public Hearing Item 11 be brought forward for discussion and action; consensus by <br />Councilmembers present; no objection. <br /> <br />PUBLIC HEARINGS (cont’d) <br /> <br />(11) Amendments to General Plan and Change of Zone to “Official Zoning Map” <br /> <br />TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO ADOPT A RESOLUTION <br />APPROVING AN AMENDMENT TO THE GENERAL PLAN LAND USE PLAN AND WAIVE <br />FULL READING, READ BY TITLE ONLY AND INTRODUCE AN ORDINANCE TO AMEND <br />THE OFFICIAL ZONING MAP TO ENSURE CONSISTENCY WITH ADOPTED GENERAL PLAN <br />AND STATE LAW (FILE NO. DAP-001-382). <br /> <br />Mayor DeLaRosa declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Notice of Public Hearing (on file in the City Clerk’s Office) and announced no <br />protest or objections received thereto. <br /> <br />STAFF PRESENTATION <br />Mario Suarez, Development Services Senior Planner, presented for Council consideration and approval of staff <br />recommendation; with the assistance of a PowerPoint presentation: ‘DPA-001-382 GPA & CHANGE OF ZONE, <br />SOUTH COLTON PROJECT’. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: James Lopez; Andres Palacios; Linda Black; and <br />Chrissy Turriciano. <br /> <br />Motion and Second by CM González/CM Navarro to close the public hearing. <br />Vote: Unanimous <br /> <br />COUNCIL DISCUSSION <br />Discussion by Councilmembers present with clarification as needed by staff: Senior Planner Suarez. <br /> <br />Motion and Second by CM González/CM Woods to approve and adopt Resolution R-89-17. <br />Vote: Unanimous <br /> <br />Motion and Second by CM Woods/CM González to waive full reading, read by title only, and introduce
