2017 FEBRUARY 2017 CC/SARDA/CUA/CPFA/CHA MEETING 4 - <br />Monitoring and Reporting Program (MMRP) for the La Cadena Bridge over Santa Ana River Project; 2. <br />Approve the 65% plans for the La Cadena Bridge over Santa Ana River Project; 3. Approve <br />Amendment No. 1 to Jacobs Engineering Group, Inc. contract for the preparation of Environmental <br />Documents, and Plans, Specifications and Estimates (PS&E) in an amount not to exceed $130,009.24; <br />and authorize the City Manager to execute the amended agreement. <br /> <br />(6) Award bid to Community Works Design Group - Award the bid for professional landscape design <br />services to Community Works Design Group and authorize the City Manager to execute a Professional <br />Services Agreement. Community Works Design Group was the lowest responsible bidder in the amount <br />$68,895.00. <br /> <br />(7) Notice of Completion - Authorize the recordation of the Notice of Completion for McKinley Park <br />Restroom Project. <br /> <br />(8) Contract for Environmental Document Preparation - Authorize the City Manager to execute the <br />Professional Services Agreement (PSA) with LSA Associates, Inc., for environmental document <br />preparation services on behalf of Patrick O’Brien, Tropica Ranch LLC, Tropica Warehouse Project, as <br />per the terms of the PSA. <br /> <br />PUBLIC HEARINGS <br /> <br />(9) Prioritization of the final priority list of CDBG projects for FY 17/18 <br /> <br />TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO ACCEPT ALL PUBLIC <br />TESTIMONY AT THE DULY NOTICED PUBLIC HEARING CONCERNING THE COMMUNITY <br />DEVELOPMENT BLOCK GRAN FUNDING (CDBG) PROPOSALS, DETERMINE THE FINAL <br />PRIORITIZED LIST OF CDBG PROJECTS FOR FISCAL YEAR 2017-18, AND APPROVE AND <br />ADOPT A RESOLUTION APPROVING THE FINAL PRIORITIZED LIST OF CDBG PROJECTS <br />FOR FY 2017-18. <br /> <br />Mayor DeLaRosa declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Affidavit of Publication (on file in the City Clerk’s Office) and there were no protests <br />or objections thereto. <br /> <br />STAFF PRESENTATION <br />Christy Elshof, Project Manager II, Economic Development, presented for Council consideration and action <br />staff’s recommendation to accept all public testimony concerning the CDBG proposal, determine the final <br />prioritized list of CDBG projects for Fiscal Year 2017-2018, and adopt Resolution R-06-17 approving the final <br />prioritized list of CDBG projects for FY 2017-2018. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />Motion and Second by CM Suchil/CM Navarro to close the public hearing. <br />Vote: Unanimous <br /> <br />COUNCIL DISCUSSION <br />Council made general statements regarding the process and staff’s participation in the process; in addition asked <br />for clarification which was provided by staff. <br />
