R-42-17 <br />3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AUTHORIZING THE LOW INCOME COMMUNITY SOLAR PROGRAM <br />4 FOR INCOME QUALIFIED CUSTOMERS AS RECOMMENDED BY THE <br />UTILITIES COMMISSION <br />5 <br />6 WHEREAS, the City of Colton's Electric Department (CED) Low Income <br />7 Community Solar Program would be an enhancement to the current low income program <br />8 that would enable income qualified customers to participate in a portion of a utility scale, <br />9 centrally located, solar project, at the Gonzales Community Center as an alternative to <br />individual roof -top installations. Colton Low Income Customers are then able to receive <br />10 <br />the benefits of solar generation without installing it on their roof. This type of project can <br />11 eliminate some of the barriers impeding customer participation in solar generation and in <br />12 this instance, provide local renewable energy connected to the OED's distribution system); <br />13 and <br />14 WHEREAS, Residents who are approved to the Low Income Community Solar <br />15 Program will benefit from 1.07 % of the solar generation from the Gonzales Community <br />16 Solar Project each month. The total annual generation from this project is 523,170 kWh. <br />17 CED will average the credit on the customer's bill until our billing system is updated and <br />can automatically calculate the solar generation credit; and <br />18 <br />WHEREAS, This program would specifically assist current low income customers <br />19 who do not benefit from the complete $15.71 monthly credit as a result of the customer <br />20 using less than 389 kWh per month. The CED Low Income Community Solar Program <br />21 will be the first program of its kind in California; and <br />22 WHEREAS, CED currently offers a Low Income Assistance Program for income <br />23 qualified customers which provides 139 kWh credit each month per fiscal year to Tier 1 of <br />24 their electric bill equaling $15.71. The current program helps Low Income customers <br />25 receive assistance every month through a 12 month cycle. The Low Income Community <br />26 Solar program will be similar, providing $15.71 each month on the bill as a solar credit not <br />a rate calculation. Residents on the current low income program will not see the full $15.71 <br />27 <br />if they use less than 389 kWh per month. Residents on the community solar program using <br />28 less than 389 kWh will see the continued benefit of $15.71; and <br />
