I WHEREAS, the proposed program would provide a maximum of 314 customers <br />2 a solar generation of low income credit for the first year. The solar system generation will <br />3 degrade by 0.5% annually and will need to be adjusted as the systems output declines; and <br />4 WHEREAS, to qualify for CED Low Income Community Solar program, residents <br />5 must be income qualified with a 12 month electric history in the City of Colton and use <br />6 less than an average of 389 kWh per month. Current, net metered, solar customers would <br />not qualify for this program; and <br />7 <br />WHEREAS, any Renewable Energy Credits (REC's) from the Gonzales Center <br />8 Community Solar Program will be maintained by CED; and <br />9 <br />10 WHEREAS, Per Public Utilities Code Section 385(b) (1)-(4) the low income <br />11 community solar program enhancement to the City's current approved low income <br />12 program, ensures the City is doing its due diligence by increasing the level of the discount <br />for an existing rate assistance program as assessed by CED staff as a customer need. <br />13 <br />14 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES HEREBY RESOLVE AS FOLLOWS: Authorize the low income community <br />15 solar program for income qualified customers. <br />16 BE IT FURTHER RESOLVED, Funds for this program enhancement are <br />17 available and funded annually through the CED Public Benefits Program. CED budgeted <br />$300,000 for FY 2017/2018 in #526-8000-6819-000 (Low Income Assistance). For 314 <br />18 customers at $188.52 per year the total annual cost out of this budget will be $59,195.28. <br />19 PASSED, APPROVED AND ADOPTED this 20th day of June 2017 <br />20 <br />21 <br />22 Richard A.
