R-84-17 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AUTHORIZING TO WAIVE THE FORMAL BIDDING PROCESS AND <br />AUTHORIZE THE CITY OF COLTON TO PIGGYBACK ON THE STATE OF <br />CALIFORNIA'S BID AWARD FOR THE PURCHASE OF ONE NEW 2017 <br />CHEVY BOLT ELECTRIC VEHICLE FROM WONDRIES FLEET GROUP, IN <br />THE AMOUNT OF $38,894.05 IN ACCORDANCE WITH COLTON <br />MUNICIPAL CODE 3.08.140(C) AND AUTHORIZE THE CITY MANAGER TO <br />EXECUTE THE CONTRACT. <br />WHEREAS, The City of Colton has budgeted electric vehicle purchases in FY 2017-181 <br />Subvention Fund Account for the Public Works Department; and, <br />WHEREAS, The City applied for California's Public Fleet Pilot Project Rebate by the <br />Air Resources Board which reserved $10,000 for the purchase of the Electric Vehicle Chevy <br />Bolt. The Air Resources Board approved the $10,000 to be reimbursed once the City purchases <br />the vehicle; and, <br />WHEREAS, The City of Colton recognizes that one of the most effective ways of reducing <br />greenhouse gas (GHG) emissions in the City of Colton is to purchase electric vehicles for fleet. For <br />every gallon of gasoline used an estimated 24 pounds of carbon dioxide and other global warming <br />gases are emitted into the air. The average midsize car has a 16 gallon tank. This equals 384 <br />pounds of global warming gases every time that vehicle fills up. Filling up once a week for an <br />entire year produces 19,968 pounds of GHG emissions; and, <br />WHEREAS, The Chevy Bolt helps achieve this goal of GHG reduction with a travel <br />mile range of 238 miles. The Chevy Bolt also has the capabilities to fast charge in 15-20 minutes; <br />and, <br />WHEREAS, Colton Municipal Code, Title 3, Chapter 3.08.140, Section (c), Competitive <br />Bidding Already Completed: allows the competitive bidding requirements to be waived when <br />the authorized contracting party determines that a competitive bid procedure has been <br />conducted by another public agency (e.g. through CMAS or GSA) and the price to the City is <br />equal or better than the price to that public agency; and, <br />-1- <br />
