City of Colton <br />Downtown Design Manual <br />Initial Study/Environmental Checklist 1 <br />1.0 PROJECT DESCRIPTION <br />1.1 PROJECT LOCATION AND SETTING <br />The Design Manual Area, also referred to herein as the Downtown Area, is located in the City of Colton (City), which <br />is located in southwestern San Bernardino County. The City is surrounded by the Cities of Rialto, Grand Terrace, Loma <br />Linda, San Bernardino, and Riverside. The City of Colton is within an urbanized area of the County of San Bernardino; <br />its municipal limits encompass 16.1 square miles, with its planning area also including 1.7 square miles in the City’s <br />unincorporated Sphere of Influence (SOI). Major transportation facilities include Interstate 10 (I-10), Interstate 215 (I- <br />215), the Union Pacific Railway, and the Burlington Northern Santa Fe (BNSF) Railway. <br />The Downtown Area is bound to the north and south by C Street and Interstate 10, respectively. The eastern and <br />western boundaries are not as linear: the eastern boundary starts at the Colton Avenue/B Street intersection following <br />Colton Avenue to E Street, where the boundary meanders to the south through residential lots, to H Street where it <br />jogs to the east ending at Mt. Vernon Avenue; and the western boundary generally follows the BNSF Railroad, and <br />includes the Amko Recycling property at the southwest end. <br />The Downtown area is located in the heart of Colton as shown in Exhibit 1, Design Manual Area. It covers 258 acres <br />of Downtown Colton and includes approximately 1,400 residents, 450 homes, and important cultural and civic uses <br />such as Fleming Park, City Hall, Colton Public Library, Colton Area Museum, and the Police and Fire Departments. <br />1.2 GENERAL PLAN AND ZONING DESIGNATIONS <br />General Plan <br />The properties within the Downtown Area include the following General Plan Land Use designations: <br />Low Density Residential (2.1-8.0 DU/AC) <br />Medium Density Residential (8.1-16.0 <br />DU/AC) <br />High Density Residential (14.1-22.0 DU/AC) <br />Neighborhood Commercial <br />General Commercial <br />Mixed Use - Downtown <br />(2.0-30.0 DU/AC; 2.0 FAR) <br />Mixed Use - Neighborhood <br />(2.0-8.0 DU/AC; 1.0 FAR) <br />Open Space - Recreation <br />Public/Institution <br />Zoning <br />The properties within the Downtown Area include the following Zoning designations: <br />[R-1] Low Density Residential <br />[R-2] Medium Residential <br />[R-3/R-4] Multiple Family Residential <br />[C-1] Neighborhood Commercial <br />[C-2] Neighborhood Commercial <br />[M-U/D] Mixed-Use Downtown <br />[M-U/N] Mixed Use Neighborhood <br />[P-I] Public/Institutional Zone <br />[R-U] Railroad/Utility/ROW Zone <br />[OS-R] Open Space Recreation <br />[OS-RS] Open Space Resources
