R-115-16 <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA ADOPTING THE <br />LOCAL GOALS AND POLICIES CONCERNING <br />DISTRICTS FORMED PURSUANT TO THE MELLO- <br />ROOS COMMUNITY FACILITIES ACT OF 1982 <br />WHEREAS, the City Council of the City of Colton, California (the "City") has duly <br />considered the advisability and necessity to establish Community Facilities Districts in the City <br />from time to time under and pursuant to the terms and provisions of Chapter 2.5, Part 1, Division <br />2, Title 5 of the Government Code of the State of California (commencing with Section <br />53311)(the "Act'); and <br />WHEREAS, Section 53312.7 and 53345.8 of the California Government Code requires that <br />the City consider and adopt local goals and policies concerning the use of the Act prior to the <br />initiation of proceedings to establish a new Community Facilities District ("CFD") under the act; <br />and <br />WHEREAS, the City Council has determined that it is in the best interests of the City that <br />its practices for establishment and administration of CFDs be updated in conformance with the Act <br />and described by the adoption of a local goals and policies documents; <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />HEREBY RESOLVE, DETERMINE AND ORDER as follows: <br />SECTION 1: Recitals.
