I quality wood. Urban and Community Forestry efforts play a significant role in meeting the <br />2 State's GHG emission reduction targets; and <br />3 <br />WHEREAS, The governor of the State of California in cooperation with the <br />4 California State Legislature has enacted State of California Greenhouse Gas Reduction <br />5 Funding which provides funding to the State of California and its political subdivisions for <br />6 climate investment programs; and <br />7 <br />8 WHEREAS, The State Department of Forestry and Fire Protection has been <br />delegated the responsibility for the administration of the program within the State setting <br />9 <br />up necessary procedures governing application by local agencies and non-profit <br />10 organization under the program. The procedures established by the State Department of <br />11 Forestry and Fire Protection require the applicant to certify by resolution the approval of <br />12 application before submission of funding requests; and <br />13 <br />WHEREAS, this resolution authorizes the submittal grant application for the State <br />14 <br />Department of Forestry and Fire Protection Greenhouse Gas Reduction Funding. The grant <br />15 funding would support the City in developing an urban forestry management plan, tree <br />16 inventory and tree planting component to sequester greenhouse gases; and <br />17 <br />18 WHEREAS, Colton Electric Department (CED) staff will take the lead role in the <br />grant application and management, however time constraints make it necessary to utilize <br />19 <br />the services from Blais & Associates to prepare and complete the application. The existing <br />20 contract with Blais and Associates does not include services and compensation to prepare <br />21 this grant application and CED is requesting to enter into a separate professional services <br />22 agreement with the consultant for these specific services in the amount not to exceed <br />23 $7,000; and <br />24 <br />WHEREAS, Colton Municipal Code 3.08.070(g) provides that the City Manager <br />25 shall not award a subsequent contract to the same entity for same or similar services without <br />26 City Council approval if the new award will result in the total aggregate compensation in <br />27 excess of $25,000. The total compensation to Blais and Associates for both agreements <br />28 will be $29,500; and <br />
