R-124-16 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO <br />AMEND THE GENERAL PLAN MOBILITY ELEMENT REGARDING SAN <br />BERNARDINO AVENUE TO ALLOW THE DEVELOPMENT OF THE <br />WILDROSE VILLAGE RESIDENTIAL SUBDIVISION AND ADOPT A <br />MITIGATED NEGATIVE DECLARATION (FILE INDEX NO. DAP -001-305). <br />WHEREAS, local governments are authorized by Section 65350 of California Government <br />Code et sea to prepare, adopt and amend general plans, and by Government Code Section 65800 et <br />seq to prepare, adopt, and amend zoning ordinance which is consistent with the general plan; and <br />WHEREAS, on August 20, 2013, the City Council of the City of Colton ("City Council") <br />adopted the City of Colton General Plan Mobility Element (an Amendment to the City of Colton <br />General Plan); and <br />WHEREAS, the Mobility Element of the General Plan a Circulation Plan and Goals and <br />Policies for the orderly development of the local transportation system; and <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />Findings and incorporated in this resolution; and <br />WHEREAS, on November 22, 2016, the Planning Commission of the City of Colton <br />("Planning Commission") conducted a duly noticed public hearing and recommended that the City <br />Council adopt a General Plan Amendment No. DAP -001-305 to amend the Mobility Element of <br />the General Plan, to specifically address a revision to re -designate San Bernardino Avenue between <br />the City's westerly corporate boundary and Rancho Avenue from a Major Highway to a Secondary <br />Arterial; and <br />WHEREAS, the Planning Commission, following the conclusion of said hearing, the <br />Planning Commission adopted Resolution No. R-40-16, recommending approval to the City <br />Council of a General Plan Amendment to the Mobility Element to re -designate San Bernardino <br />Avenue between the City's westerly corporate boundary and Rancho Avenue from a Major <br />Highway to a Secondary Arterial; and <br />WHEREAS, pursuant to the Guidelines for the California Environmental Quality Act <br />("CEQA"), an Initial Study prepared to assess environmental impacts of the project has determined <br />that the project would not create any significant adverse impacts on the environment with mitigation <br />measures and, therefore, a Mitigated Negative Declaration (ND) has been prepared; and <br />WHEREAS, on December 20, 2026, the City Council of the City of Colton ("City <br />Council") held a duly noticed public hearing at which time all persons wishing to testify in <br />connection with the application were heard and the application was comprehensively reviewed; and <br />WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred. <br />
