The City Council hereby adopts the recitals and findings set forth above and <br />in the agenda report prepared in connection with this Resolution. <br />SECTION 2. General Plan Consistency. Based on the entire record before the City <br />Council and all written and oral evidence presented, including the staff report and the findings made <br />in this Resolution, the City Council hereby finds and determines that the proposed Amendment to <br />the General Plan Mobility Element is consistent with the goals and policies of the City of Colton <br />General Plan and is reasonably related to the public welfare of the citizens of the City and <br />surrounding regions. Specifically, the Major Highway designation of San Bernardino Avenue has <br />been determined to be unnecessary due to long-term and short-term traffic projections and <br />infeasible due to existing development constraints adjacent to the roadway. <br />SECTION 3. The Mobility Element of the General Plan, are hereby amended modifying <br />and adding as shown in the attached pages of the General Plan Mobility Element (Exhibit B.1.) <br />(New Text is shown Double Underline and deleted text is shown in striketlueugh.) <br />SECTION 7. If any sentence, clause or phrase of this Resolution is for any reason held to <br />be unconstitutional or otherwise invalid, such decisions shall not affect the validity of the <br />remaining provisions of this Resolution. <br />SECTION 8. Pursuant to CEQA Guidelines Section 15162(a through d), the General Plan <br />Amendment No. 001-305 are within the scope of the CHCCSP evaluated in Certified <br />Environmental Impact Report, SCH No. 2008041067, which was prepared and certified for the <br />CHCCSP in November 2014, and the subsequent Initial Study/Mitigated Negative <br />Declaration/Mitigation Monitoring Report. The Certified Project EIR adequately describes the <br />CHCCSP circulation issues and potential environmental effects, and the Subsequent Mitigated <br />Negative Declaration further supports the findings of the Project EIR specific to the northwest <br />quadrant of the CHCCSP project area regarding potential environmental effects, and mitigation <br />measures that can reduce these effects to less than significant levels. <br />SECTION 9. Certification/Publication. The City Clerk shall certify to the passage of the <br />Resolution and cause the same or a summary thereof to be published within fifteen (15) days after <br />adoption in a newspaper of general circulation published and circulated in the City of Colton. <br />22 <br />23 // <br />24 // <br />25 // <br />26 <br />27 <br />28 <br />-2- <br />
