I <br />RESOLUTION NO. R-57-15 <br />2 <br />3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO <br />IMPLEMENT THE WATER CONSERVATION PLAN (MUNICIPAL CODE <br />4 CHAPTER 13) AT STAGE 111, WATER WARNING (SUBSECTION 13.20.030C) <br />5 WHEREAS, California Constitution article X, section 2 and California Water Code <br />6 section 100 provide that because of conditions prevailing in the state of California (the "State"), <br />7 <br />it is the declared policy of the State that the general welfare requires that the water resources of <br />8 <br />9 the State shall be put to beneficial use to the fullest extent of which they are capable, the waste, <br />10 unreasonable use, or unreasonable method of use of water shall be prevented, and the <br />I I conservation of such waters is to be exercised with a view to the reasonable and beneficial use <br />12 thereof in the interest of the people and the public welfare; and <br />13 <br />WHEREAS, pursuant to California Water Code section 375, the City of Colton (the <br />14 <br />15 "City") is authorized to adopt and enforce a water conservation program to reduce the quantity <br />16 of water used by persons within its jurisdiction for the purpose of conserving the water supplies <br />17 of the City; and <br />18 WHEREAS, because of the prevailing conditions in the State, the continued current <br />19 <br />statewide drought, and the declared policy of the State, the City hereby finds and determines <br />20 <br />21 that it is necessary and appropriate for the City to adopt, implement, and enforce temporary <br />22 water conservation regulations to reduce the quantity of water used by consumers within the <br />23 City to ensure that there is sufficient water for human consumption, sanitation, and fire <br />24 <br />protection; and <br />25 <br />WHEREAS, the City is authorized to prescribe and define by ordinance restrictions, <br />26 <br />27 prohibitions, and exclusions for the use of water during a threatened or existing water shortage <br />28 and adopt and enforce a water conservation and regulatory program to: (i) prohibit the wastage <br />of City water or the use of City water during such period; (ii) prohibit use of water during such <br />
