I RESOLUTION NO. R-57-15 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO IMPLEMENT THE WATER CONSERVATION PLAN (MUNICIPAL CODE 4 CHAPTER 13) AT STAGE 111, WATER WARNING (SUBSECTION 13.20.030C) 5 WHEREAS, California Constitution article X, section 2 and California Water Code 6 section 100 provide that because of conditions prevailing in the state of California (the "State"), 7 it is the declared policy of the State that the general welfare requires that the water resources of 8 9 the State shall be put to beneficial use to the fullest extent of which they are capable, the waste, 10 unreasonable use, or unreasonable method of use of water shall be prevented, and the I I conservation of such waters is to be exercised with a view to the reasonable and beneficial use 12 thereof in the interest of the people and the public welfare; and 13 WHEREAS, pursuant to California Water Code section 375, the City of Colton (the 14 15 "City") is authorized to adopt and enforce a water conservation program to reduce the quantity 16 of water used by persons within its jurisdiction for the purpose of conserving the water supplies 17 of the City; and 18 WHEREAS, because of the prevailing conditions in the State, the continued current 19 statewide drought, and the declared policy of the State, the City hereby finds and determines 20 21 that it is necessary and appropriate for the City to adopt, implement, and enforce temporary 22 water conservation regulations to reduce the quantity of water used by consumers within the 23 City to ensure that there is sufficient water for human consumption, sanitation, and fire 24 protection; and 25 WHEREAS, the City is authorized to prescribe and define by ordinance restrictions, 26 27 prohibitions, and exclusions for the use of water during a threatened or existing water shortage 28 and adopt and enforce a water conservation and regulatory program to: (i) prohibit the wastage of City water or the use of City water during such period; (ii) prohibit use of water during such
