10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />periods for specific uses which the City may from time to time find nonessential; and (iii) reduce <br />and restrict the quantity of water used by those persons within the City for the purpose of <br />conserving the water supplies of the City; and <br />WHEREAS, the City hereby finds and determines that pursuant to the provisions of Title <br />13, Chapter 13.28 of the City of Colton Municipal Code, the City is authorized to: (i) implement <br />water conservation and water shortage response measures; (i) regulate the water consumption <br />activities of persons within the City for the purposes of conserving and protecting the City's <br />water supplies, reducing the quantity of water consumed, and deterring and preventing the waste <br />or unreasonable use or unreasonable method of use of valuable water resources; and (ii) establish <br />and collect regulatory fees and impose fines and penalties as set forth herein to accomplish these <br />purposes and recover the costs of the City's water conservation and regulatory program; and <br />WHEREAS, the City Council hereby finds and determines that it is desirable to <br />implement the rules and regulations persons using and consuming water within the City, to <br />protect the general welfare and the City's water supplies, and to reduce water consumption in <br />accordance with the declared policies and laws of the State. <br />NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br />CITY OF COLTON DOES HEREBY RESOLVE AS FOLLOWS: <br />Section 1 The Recitals preceding in this Resolution are true and correct and are <br />incorporated into this Resolution by reference. <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />
