This action approves the MOU with the County of San Bernardino and <br />the other cities as participating jurisdictions, designating the County of San Bernardino as <br />the Central Zone Administrator and provides for a Zone Coordinating Council to provide <br />oversight of the SBCRMDZ. <br />SECTION 3. The MOU is an administrative action that does not involve any <br />commitment to any specific project and, as a result, is not a "project" pursuant to Section <br />15378(b)(4) of the State CEQA Guidelines (Title 14 California Code of Regulations <br />Sections 15000, et seq.). Therefore, approval of the MOU is exempt from environmental <br />review under CEQA. <br />SECTION 4. The City of Colton agrees to participate in the RMDZ program in a <br />manner that seeks to ensure the fair treatment of people of all races, cultures and incomes, <br />including but not limited to soliciting public participation in all communities within the <br />SBCRMDZ. <br />SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
