R-119-15 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ADOPTING THE COLTON CLIMATE ACTION PLAN <br />IDENTIFYING MEASURES TO REDUCE GREENHOUSE GASES <br />(GHG) EMISSIONS UNDER THE CITY'S JURISDICTIONAL <br />CONTROL AND MAKING RESPONSIBLE AGENCY FINDINGS <br />PURSUANT TO CEQA. (FILE INDEX NO.: DAP -001-204) <br />WHEREAS, the analysis and reduction of greenhouse gases (GHG) emissions is <br />required by certain Federal and State regulations, including Executive Order S-3-05 <br />(Greenhouse Gas Emission Targets), Assembly Bill 32 (the California Global Warming <br />Solutions Act), Executive Order S-3-08 (Climate Adaptation and Sea Level Rise Planning <br />Directive), Senate Bill 375 (Regional Transportation Plan and Sustainable Communities <br />Strategy), and CEQA Guidelines §15183.5(b)(1) Tiering and Streamlining the Analysis of <br />Greenhouse Gas Emissions; and <br />WHEREAS, in compliance with the above legislation, the City of Colton participated <br />with the San Bernardino Associated Governments (SANBAG) and 20 other cities in the <br />region in the development and adoption of the San Bernardino County Regional GHG <br />Reduction Plan ("Regional Plan"); and <br />WHEREAS, the environmental effects of the proposed Colton Climate Action Plan <br />were reviewed pursuant to the California Environmental Quality Act ("CEQA") through the <br />preparation and public circulation of the Programmatic EIR (`BIR") for the San Bernardino <br />County Regional GHG Reduction Plan; and <br />WHEREAS, on March 5, 2014, the San Bernardino County Regional GHG Reduction <br />I Plan was adopted and the Programmatic EIR for the Regional Plan was certified by <br />SANBAG; and <br />1 <br />
