1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 Ma WHEREAS, the Programmatic Environmental Impact Report (EIR) analyzed the environmental effects of the San Bernardino County Regional GHG Reduction Plan and included an analysis of the environmental effects and mitigation that would occur in the City of Colton resulting from the implementation of the CAP; and WHEREAS, the San Bernardino County Regional GHG Reduction Plan included baseline GHG emissions attributable to the areas within the jurisdictional control of the City of Colton, future projections out to year 2020 on how GHG emissions will change over time in Colton, an AB 32 compliant Reduction Target for the City of Colton, local reduction measures for the City of Colton to implement, and a quantified demonstration showing that implementation of the State, regional, and local reduction measures will reach the Year 2020 Reduction Target within the City of Colton; and WHEREAS, the City of Colton's implementing authority over the Reduction Plan, is limited to the City's CAP, and, therefore, is a responsible agency for the Plan pursuant to the requirements of CEQA; and WHEREAS, the City of Colton, using the technical information in the San Bernardino Comity Regional GHG Reduction Plan, has prepared the Colton Climate Action Plan that addresses climate change impacts through year 2020; and WHEREAS, a draft of the Colton Climate Action Plan was made available for public review on August 5, 2015 and at an introductory meeting held by the Planning Commission on August 25, 2015; and WHEREAS, the Planning Commission adopted Resolution No. R-17-15 recommending to the City Council the adoption of the draft Colton Climate Action Plan document at their meeting on September 23, 2015; and 04
