The City Council finds that the EIR reflects the independent judgment and <br />analysis of the City Council, that it contains a complete and accurate reporting of the environmental <br />impacts associated with the Reduction Plan, and was completed in compliance with CEQA and the <br />State CEQA Guidelines. The City Council further (1) concurs with SANBAG's environmental <br />findings regarding the EIR and adopts those findings; (2) finds that there are no additional feasible <br />mitigation measures or alternatives within its powers that would substantially lessen or avoid any <br />significant effects that the Reduction Plan would have on the environment; (3) concurs with and <br />adopts SANBAG's Statement of Overriding Considerations and (4) adopts the Mitigation <br />Monitoring and Reporting Program approved by SANBAG. <br />SECTION 6. Based on the entire record before the City Council and all written and <br />oral evidence presented, including the staff report, the City Council hereby adopts the Colton <br />Climate Action Plan (CAP). <br />SECTION 7. The City Clerk shall certify to the adoption of this Resolution. <br />SECTION 8.
