The Recitals set forth above are true and correct and are incorporated <br />herein by reference; and <br />SECTION 2. The Colton Climate Action Plan (CAP) fulfills Federal and State <br />regulations relative to analysis and reduction of greenhouse gases (GHG) emissions within the <br />City's jurisdictional control; and <br />SECTION 3. The Colton Climate Action Plan (CAP) is consistent with the Colton <br />General Plan; and <br />SECTION 4. The Colton Climate Action Plan (CAP) is a plan for the reduction of <br />greenhouse gas emissions at a city-wide level that complies with the provisions of CEQA <br />Guidelines §15183.5(b)(1) Tiering and Streamlining the Analysis of Greenhouse Gas <br />Emissions because: <br />1. The Colton Climate Action Plan quantifies greenhouse gas emissions for both <br />existing (2008) and projected (2020) resulting from land use activities covered <br />within the Colton General Plan; and <br />2. The Colton Climate Action Plan established greenhouse gas reduction targets, <br />based on Assembly Bill 32, Executive Order S-3-05, and the Colton Climate <br />Action Plan, less than the contribution to greenhouse gas emissions from activities <br />covered in the Colton General Plan and would be cumulatively considerable; and <br />3. The Colton Climate Action Plan identified and analyzed the greenhouse gas <br />emissions resulting from categories of actions anticipated within the geographic <br />area covered by the Colton General Plan; and <br />4. The Colton Climate Action Plan specifies greenhouse gas reduction measures that <br />substantial evidence demonstrates once implemented on a project -by -project basis, <br />would collectively achieve the greenhouse gas reduction targets; and <br />5. The Colton Climate Action Plan, Chapter 5 -Implementation, establishes a <br />mechanism to monitor the progress toward achieving the reduction targets, and <br />when corrective action is warranted based upon monitoring, amend or revise the <br />Colton Climate Action Plan in order to make corrective actions that will result in <br />achieving the reduction targets. <br />3 <br />
