I RESOLUTION NO. R-81-14 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />3 PROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY DUE TO DAMAGE <br />SUSTAINED BY MT. VERNON AVENUE BRIDGE OVER SANTA ANA RIVER <br />4 EFFECTIVE AUGUST 19, 2014 <br />5 WHEREAS, Chapter 2.28 of the Colton Municipal Code empowers the City Council to <br />6 proclaim the existence or threatened existence of a local emergency when the cit <br />P g y y is affected <br />7 <br />or likely to be affected by a public calamity, including, but not limited to conditions of disaster <br />8 <br />9 or of extreme peril to the safety of persons and property within this City caused by flooding; <br />10 and <br />I I WHEREAS, on August 3, 2014, a severe storm in the City of Colton and neighboring <br />12 cities resulted in significant damage to several City road and bridge infrastructures, including <br />13 <br />the foundation of the Mount Vernon Avenue Bridge over the Santa Ana River; and <br />14 <br />15 WHEREAS, the damage to the foundation of the Mount Vernon Avenue Bridge over the <br />16 Santa Ana River has impacted public safety by increasing response times for fire protection <br />17 services due to the fact that emergency vehicles are not permitted to cross the bridge; and <br />18 WHEREAS, the Colton City Council has been requested by the Director of Emergency <br />19 <br />Services (Acting City Manager) to proclaim the existence of a local emergency; and <br />20 <br />21 WHEREAS, the City Council does hereby find as follows: <br />22 That conditions of extreme peril to the safety of persons and property have arisen within <br />23 the City of Colton, caused by the significant damage to the Mount Vernon Avenue Bridge over <br />24 the Santa Ana Riverbed due to flooding. Further, such conditions commenced on August 19, <br />25 <br />2014; and <br />26 <br />27 That the aforesaid conditions of extreme peril warrant and necessitate the proclamation <br />28 of the existence of a local emergency. <br />
