0 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />OR <br />27 <br />M <br />EXHIBIT "A" <br />GENERAL PROVISIONS <br />The following rules are effective within the City of Colton as approved by the City Council. <br />The Utility's Rules for supplying electric service, Rate Schedules, and various instructions may be revised, amended, <br />superseded, or otherwise changed from time to time by the City Counsel. Copies of the rules in effect will be kept up- <br />to-date and on file in the office of the City Clerk. Customers or others contemplating any expenditures or activities <br />governed by these rules should assure themselves that they have the latest correct information by visiting, telephoning or <br />otherwise contacting the Utility. <br />11. POWER COST ADJUSTMENT <br />The Power Cost Adjustment (PCA) is a change per kWh which is used (1) to adjust the Utility's electric rates for the <br />actual cost of purchasing and generating electric power and energy to service the City's Customers, and (2) to minimize <br />the fluctuation in rates. <br />The rates in each rate schedule include 5.4081 cents per kWh (hereinafter called the Basic Power Cost Component) to <br />recover the costs of purchasing and delivering power and energy from all suppliers of power and energy, other supplies, <br />and the cost of power and energy from the Utility's own generating resources. <br />The PCA will reflect all changes in power and energy costs including the following: <br />Changes in the wholesale Fuel Cost Adjustment Billing Factor. <br />Changes in any component of the wholesale rate. <br />Changes in transmission and wheeling payments. <br />Changes in scheduling and dispatching payments <br />Changes in Replacement Energy (SCE). <br />Changes in contract incremental costs. <br />Changes in economy energy purchases. <br />Changes in take -or -pay obligations. <br />Changes in the Power Sales Agreement (SCE). <br />The PCA which is set forth below shall be applied to kWh sold on and atter the effective date, as also set forth below, and <br />continue thereafter until a new PCA becomes effective. The amount to be added to or subtracted from each bill due to the PCA <br />shall be calculated by multiplying the number of kWh for which the bill is rendered by the applicable PCA. The Utility shall <br />develop and periodically adjust the PCA in accordance with the City Resolution No. 4502 so as to keep the balancing account <br />within the limits of $900,000 over -collection and -$100,000 under -collection. <br />23152.08101\8405361.1 <br />Power Cost Adjustment <br />Effective Date Cents kWh <br />July 1, 2013 0.00000 <br />-2- <br />
