R-86-13 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />ESTABLISHING THE CODE COMPLIANCE COMMISSION AND <br />RENAMING AND REORGANIZING THE CODE ENFORCEMENT <br />HOUSING ADVISORY APPEALS BOARD (CEHAAB) TO CODE <br />COMPLIANCE AND HOUSING APPEALS BOARD (CCHAB) <br />THE CITY COUNCIL OF THE CITY OF COLTON DOES RESOLVE AS <br />FOLLOWS: <br />WHEREAS, on March 1, 1994, the City Council passed, adopted and approved <br />Resolution No. R-27-94, re-establishing the Housing Advisory Appeals Board consisting of seven <br />members appointed by the City Council in accord with the provisions of Chapter 2.30 of the <br />Colton Municipal Code and renaming the Housing Advisory Appeals Board to the Code <br />Enforcement and Housing Advisory Appeals Board; and <br />WHEREAS, over the years, since re-establishing the Code Enforcement and Housing <br />Advisory Appeals Board (the "Board"), it has been increasingly difficult to have a quorum <br />present for the monthly meetings, which has hindered City staffs ability to get agenda items <br />heard by the Board; and <br />WHEREAS, under the Colton Municipal Code and related public safety and health codes, <br />a decision of the Board is a legal prerequisite to the City taking further action to abate public <br />nuisances and address Code Compliance issues; and <br />WHEREAS, the Code Enforcement Division was recently renamed the Code Compliance <br />Division, and, for the reasons set forth above, the Board's role is more than advisory; and <br />WHEREAS, the City Council has determined that it is in the best interest of the City to <br />reorganize the Board, so that it will be easier to assemble a quorum, in order to increase the <br />availability and efficiency of the meetings. <br />NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />HEREBY RESOLVE AS FOLLOWS: <br />1. The City Council hereby establishes the Code Compliance Commission, which <br />shall consist of seven members appointed by the City Council, in accord with the provisions of <br />Chapter 2.30 of the Colton Municipal Code.
