The Code Enforcement and Housing Advisory Appeals Board shall hereafter be <br />renamed the "Code Compliance and Housing Appeals Board" ("CCHAB") and shall have such <br />duties, powers, obligations and rights pursuant to the California Building Code, the Uniform <br />Code for the Abatement of Dangerous Buildings, and the Colton Municipal Code as they may be <br />adopted and amended by the City Council from time to time. The CCHAB shall also function as <br />the "local appeals board" and "the housing appeals board" specified in the California Health and <br />Safety Code, sections 17920.5 and 17920.6. <br />3. The CCHAB shall be comprised of at least 3 members of the Code Compliance <br />Commission as follows: For the months of January, March, May, July, September, and <br />November, any meetings (regular or special) shall have a member from each of Districts 1, 3, and <br />5, and for the months of February, April, June, August, October, and December, any meetings <br />(regular or special) shall have a member from each of Districts 2, 4, and 6. The at -large Code <br />Compliance Commissioner appointed by the Mayor shall serve as an alternate member of <br />the CCHAB in the event any other member is unable to attend a meeting during their scheduled <br />month. In addition, in the event any member from any District is unable to attend a meeting <br />during their scheduled month and the at -large member is either unavailable to attend the meeting <br />or is already attending the meeting in place of another commissioner, the City Manager shall have <br />the authority to call upon any other member of the Code Compliance Commission, in his or her <br />discretion and regardless of district, in order to obtain 3 members for the meeting. <br />Notwithstanding the above, a quorum shall be a meeting of at least 2 members, including any <br />alternate member. <br />4. Both the Code Compliance Commission and the CCHAB are deemed to be <br />"Standing Committees" for purposes of the Brown Act and shall comply with the agenda, open <br />meetings, and other requirements of the Brown Act. <br />5. The CCHAB shall only be required to meet on an "as needed" basis when there is <br />business on the agenda to be discussed. Nothing in this Resolution shall require the CCHAB to <br />-2- <br />
