As such the City Manager or Management Services Director <br />will be responsible for and have the authority to classify fund balances either as "assigned" <br />or "unassigned" as appropriate for financial statement purposes. <br />SECTION 5: The City Council hereby affirms and directs that the construction and <br />development of a senior housing project at the former site of Colton Palms is a staff priority. <br />SECTION 6: The FY 2011-12 Budget is in accordance with all applicable <br />ordinances of the City and all applicable statutes of the State. <br />SECTION 7: At the end of FY 2010-11, certain purchase orders exist as <br />outstanding encumbrances representing contractual obligations of previously budgeted <br />funds. In addition, certain amounts have been included in the FY 2010-11 budget that relate <br />to one-time allocations for projects and services, but remain unspent. The outstanding <br />encumbrances and, at the City Manager's discretion, any unspent one-time allocations are <br />deemed to be rebudgeted as an addition to the budget amounts previously approved in this <br />resolution. All such amounts have been removed from available balances in the FY 2011-12 <br />projections. <br />SECTION 8: Under the direction of the City Manager, the Management Services <br />Director may make the reallocation of appropriations within departments. Amendments <br />(hicreases/Decreases) to the Budget shall be by approval and Resolution of the City Council. <br />SECTION 9: The City Clerk shall certify the adoption of the Budget and shall <br />cause to be filed with the County Auditor within 60 days of the adoption, a certified copy of <br />the Budget and Resolution. <br />PASSED, APPROVED AND ADOPTED this 7`h day of June, 2011 <br />ATTEST• <br />EILEEN C.
