R-76-11 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON ADOPTING CHANGES TO THE TERMS <br />AND CONDITIONS OF EMPLOYMENT OF EMPLOYEES <br />IN THE ELECTRIC BARGAINING UNIT REPRESENTED <br />BY THE INTERNATIONAL BROTHERHOOD OF <br />ELECTRICAL WORKERS, LOCAL 47 <br />WHEREAS, the City of Colton ("City") has met and conferred with the International <br />Brotherhood of Electrical Workers Union, Local 47 ("Union") in an attempt to negotiate a <br />successor to the Memorandum of Understanding covering the Electric Bargaining Unit <br />employees, which expired on June 30, 2011; and <br />WHEREAS, the City and the Union have exhausted all reasonable avenues by which <br />to negotiate a successor Memorandum of Understanding; and <br />WHEREAS, despite participating in good faith negotiations, the City and the Union <br />are unable to reach agreement on a successor Memorandum of Understanding and have <br />reached an impasse in the meet and confer process; and <br />WHEREAS, the City and the Union have been unable to resolve this impasse or agree <br />upon an impasse resolution procedure, and in accordance with Administrative Policy Number <br />4.03.100, Section 18, the matter has been referred to the City Council for resolution; and <br />WHEREAS, the City Council has considered the matter and has decided to implement <br />certain terms and conditions of employment that were included in the City's last, best, and <br />final offer to the Unit. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Colton does hereby adopt changes to the terms and conditions of employment for Electrical <br />Bargaining Unit employees represented by the International Brotherhood of Electrical <br />Workers, Local 47 (`Bargaining Unit Employees") as follows: <br />
