R-76-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ADOPTING CHANGES TO THE TERMS AND CONDITIONS OF EMPLOYMENT OF EMPLOYEES IN THE ELECTRIC BARGAINING UNIT REPRESENTED BY THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 47 WHEREAS, the City of Colton ("City") has met and conferred with the International Brotherhood of Electrical Workers Union, Local 47 ("Union") in an attempt to negotiate a successor to the Memorandum of Understanding covering the Electric Bargaining Unit employees, which expired on June 30, 2011; and WHEREAS, the City and the Union have exhausted all reasonable avenues by which to negotiate a successor Memorandum of Understanding; and WHEREAS, despite participating in good faith negotiations, the City and the Union are unable to reach agreement on a successor Memorandum of Understanding and have reached an impasse in the meet and confer process; and WHEREAS, the City and the Union have been unable to resolve this impasse or agree upon an impasse resolution procedure, and in accordance with Administrative Policy Number 4.03.100, Section 18, the matter has been referred to the City Council for resolution; and WHEREAS, the City Council has considered the matter and has decided to implement certain terms and conditions of employment that were included in the City's last, best, and final offer to the Unit. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton does hereby adopt changes to the terms and conditions of employment for Electrical Bargaining Unit employees represented by the International Brotherhood of Electrical Workers, Local 47 (`Bargaining Unit Employees") as follows:
