1 <br />2 RESOLUTION NO. R-103-11 <br />3 A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON REPEALING RESOLUTION NOS. R- <br />4 33-07, R-79-10 AND R-102-03 AND ESTABLISHING A <br />RENEWABLE PORTFOLIO STANDARD IN <br />5 COMPLIANCE WITH SENATE BILL SBX 1-2. <br />6 <br />WHEREAS, the City of Colton (the City) desires to encourage the use of renewable <br />7 energy resources; and <br />8 WHEREAS, of the total amount of energy provided to the City's electric utility <br />9 customers only 6% is currently received by the City from renewable energy resources; and <br />10 WHEREAS, to increase the amount of energy from renewable energy resources, the <br />I1 State of California adopted Senate Bill SBX1-2, requiring local publicly owned utilities to <br />12 establish a Renewable Energy Procurement Plan (REPP) or to amend any existing Renewable <br />13 Portfolio Standard (RPS) to include procurement and compliance plans; and <br />14 WHEREAS, on October 7, 2003, the City Council adopted Resolution No. R-102-03 <br />15 which established the RPS Policy for the City in compliance with Section 387 and set a target <br />portfolio level of 15% energy from renewable resources by December 31, 2017; and <br />16 WHEREAS, on February 27, 2007, the City Council adopted Resolution No. R-33-07, <br />17 which established the RPS policy for the City in compliance with Senate Bill 107, and set a <br />18 target portfolio level of 20% energy from renewable energy resources by December 31, 2010; <br />19 and <br />20 WHEREAS, On December 21, 2010, the City Council adopted Resolution No. R-79- <br />21 10 which established the RPS policy for the City in compliance with Governor Arnold <br />22 Schwarzenegger's Executive Order No. S-14-08; and <br />23 <br />WHEREAS, the City desires to repeal Resolution No. R-102-03, Resolution No. R-33- <br />24 07, and Resolution No. R-79-10 and amend its Renewable Portfolio Standard policy to comply <br />with the SBX1-2, and the State's goals of encouraging renewable energy utilization and <br />25 <br />obtaining the greatest benefit for the environment and economy of California <br />26 <br />27 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />28 DOES HEREBY RESOLVE AS FOLLOWS: <br />
