I SECTION 1: The adoption of the standards in this Resolution reflects the City of <br />2 Colton Electric Utility's commitment to renewable resource procurement consistent with the <br />provisions of SBX1-2 and other applicable law, and is intended to supersede previous <br />3 resolutions dealing with renewable resource procurement. Accordingly; the City Council <br />hereby repeals Resolution No. R-102-03, Resolution No. R-33-07, and Resolution No. R-79- <br />4 10, provided that no actions taken by the City to comply with such resolutions shall be deemed <br />5 to be invalidated by this repeal. <br />6 SECTION 2: The City of Colton Electric Utility will establish the following <br />compliance periods and target levels for the procurement of electricity, pursuant to PUC <br />7 §399.30(b) and PUC §399.30(c)(1)-(2), from eligible renewable resources, measured by the <br />8 amount of energy procured in making retail sales of electricity: <br />9 Compliance Period One: January 1, 2011 through December 31, 2013. <br />Target 20% <br />10 Compliance Period Two: January 1, 2014 through December 31, 2016. <br />11 Target 25% <br />Compliance Period Three: January 1, 2017 through December 31, 2020. <br />12 Target 33% <br />Annually: Each calendar year starting with 2021. Target 33%. <br />13 <br />14 SECTION 3: The Electric Utility General Manager shall assign all RPS -eligible <br />resources procured by the Colton Electric Utility to their appropriate procurement content <br />15 category in accordance with the provisions of PUC §399.16. The Electric Utility General <br />Manager may count all resources that meet the conditions of PUC §399.16(d) in fall towards <br />16 meeting the procurement requirements. <br />17 Electricity produced from the following technologies constitute eligible resources: <br />18 biomass, solar thermal, photovoltaic, wind, geothermal, fuel cells using renewable fuels, <br />hydroelectric generation, digester gas, municipal solid waste, landfill gas, ocean wave, ocean <br />19 thermal, tidal current, renewable components of system sales from other parties, or renewable <br />20 distributed generation on the customer side of the meter. Facilities can be located anywhere in <br />the interconnected transmission system located in the west. <br />21 <br />SECTION 4: In order to fulfill unmet long-term generation resource needs, Colton <br />22 Electric Utility shall procure a minimum quantity of electricity products from eligible <br />23 renewable resources., including renewable energy credits, as a specified percentage of total <br />kilowatt hours sold to retail end-use customers for each compliance period and target level <br />24 specified in Section 2, and in compliance with Section 8. <br />25 SECTION 5: Colton Electric Utility may delay timely compliance with the RERPP <br />1� pursuant to PUC §399.30(c)(2), consistent with the requirements of PUC §399.15(b)(5). <br />27 SECTION 6: The above -market costs of renewable energy for the Colton Electric <br />Utility may be subsidized by supplemental payments from the funds generated by the public <br />28 <br />
