In addition, the <br />proposed Ordinance will provide industrial businesses located in certain industrial locations <br />of the City to have the option of providing additional security options to secure their <br />facilities that will help in retaining and accommodating industrial development that is <br />compatible with City objectives. <br />SECTION 3. The City of Colton finds that the proposed Zone Text Amendment to permit <br />electric fences on M-1 and M-2 properties is reasonably related to the public welfare of the citizens <br />of the City and surrounding region; more specifically, the Ordinance includes appropriate <br />restrictions to ensure that the permitted electric fences meet all safety standards including Building <br />and Safety Codes and international electric standards. <br />SECTION 4. Section 18.38.070 of Chapter 18.38 of Title 18 of the Colton Municipal <br />Code, pertaining to Electric Fences, is hereby �irnended to read as follows: <br />18.38.070 — Electric Fences and Barbed Wire Fences. <br />No Fence shall be charged in any way with electricity or contain in whole or part barbed <br />wire or sharp prongs or edges except as provided herein. <br />A. Electric Fences <br />1. Permit Required. No electric fence shall be installed or used unless a <br />Fence Permit bas been applied for and obtained from the Development <br />Services Department. <br />2. Type of Electric Fences Allowed. The construction and use of Electric <br />fences shall be allowed in the City only as provided in this section and <br />subject to the following standards: <br />a. Unless otherwise specified herein, electric fences shall be <br />constructed or installed in conformance with the specifications <br />set forth in the International Electrotechnical Commission IEC_ <br />Standard No. 60335-2-76. <br />b. Electrification: <br />(1) The energizer for electric fences must be driven by a <br />commercial storage battery not to exceed 12 volts DC. <br />Q The electric charge produced by the fence contact shall <br />not exceed characteristics set forth in paragraph 22.108 of IEC <br />Standard No. 60335-2-76. <br />3. Conditions for Installation. <br />a. Perimeter Fence or Wall: No electric fence shall be installed or <br />used unless it is completely surrounded by a non -electrical fence <br />or wall that is not less than six feet high with a minimum of 3 feet_ <br />between the fences/walls for safety access. <br />-2- <br />
