West K Street between 5th Street and Union Pacific Rail Line: 248, 242 and 264 West K <br />Street (APN Nos. 0163-072-26, 0163-072-37, 0163-072-29). Zone Change from M-1/SDA <br />2 (Light Industrial/Sensitive Development Area Overlay) to R-1 (Low Density Residential). <br />3 <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />4 Findings and incorporated in this resolution; and <br />5 WHEREAS, the Planning Commission, following the conclusion of said hearing, <br />recommending approval to the City Council of an Ordinance for Map Amendments and adopted <br />6 Resolution No. R-35-17 recommending to the City Council the approval of the proposed Change <br />7 of Zone project regarding recommendations relating properties, as described above; and <br />8 WHEREAS, The Planning Commission of the City of Colton, in accordance with the <br />California Environmental Quality Act (CEQA), finds that, pursuant to the California <br />9 Environmental Quality Act ("CEQA"), CEQA Guidelines § 15164, a lead agency may prepare an <br />10 addendum to a previously approved 2013 General Plan Environmental Impact Report (EIR) if only <br />minor technical changes or additions are necessary and none of the conditions described in CEQA <br />11 Guidelines Section 15162 have occurred. An Addendum to the EIR has been prepared and findings <br />certifying the proposed Addendum to approved EIR will be considered by the Planning <br />12 Commission., and <br />13 WHEREAS, on October 17, 2017, the City Council directed staff to bifurcate the project <br />14 by removing the East K Street properties in order to address the pending Conditional Use Permit <br />application at 190 E. K Street. Staff has removed the East K Street properties as directed by City <br />15 Council to be heard as a separate item at a future date. <br />16 WHEREAS, all other legal prerequisites to the adoption of this Ordinance have occurred. <br />17 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />18 ORDAIN AS FOLLOWS: <br />19 SECTION 1. Incorporation of Recitals. The City Council hereby adopts the recitals and <br />findings set forth above and in the agenda report prepared in connection with this Ordinance. <br />20 <br />SECTION 2. General Plan Consistency. Based on the entire record before the City <br />21 Council and all written and oral evidence presented, including the staff report and the findings made <br />22 in this Ordinance, the City Council hereby finds and determines that the proposed Ordinance is <br />consistent with the goals and policies of the City of Colton General Plan, or will be consistent upon <br />23 the concurrent adoption of an Amendment to the General Plan, and is reasonably related to the <br />public welfare of the citizens of the City and surrounding regions. Specifically, the provisions of <br />24 this Ordinance implement General Plan policies and/or reclassifies properties into appropriate <br />zoning classifications, which will be consistent with new general plan land use designations, which <br />25 furthers the City's goals and policies as set forth in the City of Colton General Plan related to South <br />26 Colton neighborhoods, specifically: <br />27 1. The proposed Change of Zone is consistent with the overall objectives of the Colton <br />General Plan. Changing the existing zoning designations from these properties and <br />28 <br />-2- <br />
