Colton Ordinance No. 0-10-17 <br />Page 3 of 5 <br />1 applying zoning designations that will revitalize residential neighborhoods, preserve <br />existing single family homes and eliminate to reduce conflicts between industrial <br />2 activity and residential neighborhoods. The proposed change of zones are consistent <br />3 with the following policies in the Land Use Element of the General Plan: <br />Changing "Low Density Residential" and "Light Industrial" Land Use <br />4 designations to "Mixed Use Neighborhood" Land Use designation is supported by: <br />5 <br />Policy LU -10.4: "Establish land use patterns and provide pedestrian amenities within <br />6 the mixed-use districts that minimize the need for vehicle travel among the uses within <br />a district;" in that the proposed Map Amendment would permit mixed-use land use to <br />7 allow for convenience of neighborhood commercial uses in conjunction with residential <br />uses re-establishing a land use pattern that provides neighborhood commercial uses in <br />8 a five minute walking distance of this South Colton neighborhood. <br />9 <br />Goal LU -18: "Revitalize south Colton as a healthy, vibrant community with quality <br />10 housing and commercial and community services that meet residents' needs; "in that, <br />there are several properties with former mixed-use development that has become <br />11 nonconforming because of former change of zone and vacancy periods that are now <br />proposed to be re -used for commercial purposes along with maintaining a residential <br />12 use on property. This change would allow a vacant unoccupied nonconforming building <br />13 to be re -occupied, subject to conformance to building, fire, planning and other City, <br />State and Federal code requirements. <br />14 <br />Changing "Light Industrial" and "Heavy Industrial" Land Use designation to <br />15 "Low Density Residential" Land Use designation is supported by: <br />16 Policy LU -18.1: "Preserve and maintain established single-family homes in south <br />17 Colton;" in that, there are homes located on 248,-252 & 264 West K Street that are <br />requesting the preservation of their existing single family homes. <br />18 <br />Goal LU -19: "Minimize conflicts between industrial activity and residential <br />19 neighborhoods in south Colton." in that, changing the zone would minimize and <br />20 eliminate conflicts between industrial activity and residential neighborhoods in these <br />specific South Colton neighborhoods. <br />21 <br />Policy LU -19.3: "Prohibit through truck traffic on residential streets in South <br />22 Colton, and develop programs, such as traffic calming, to discourage use of <br />neighborhood streets for commercial vehicle traffic;" in that, these properties are <br />23 located at the edge and within a South Colton neighborhood with no direct access to a <br />24 truck route. As designated, truck will have to travel through an established residential <br />neighborhood is is prohibited for future industrial uses. Therefore, making these <br />25 properties limited industrial use because the General Plan Policy is mandatory and <br />specific in prohibiting new through traffic on residential streets in South Colton. Truck <br />26 calming for existing uses may include a number of street design elements and changing <br />the existing industrial zone to an R-1 (Low Density Residential) zone thereby <br />27 prohibiting further expansion of increasing through truck traffic on residential streets <br />28 <br />_3_ <br />
