Based on the findings contained in <br />that Initial Study, City staff determined that there would be no substantial evidence that the project <br />would have a significant effect on the environment. Based on that determination, a Negative <br />Declaration was prepared. Thereafter, the City staff provided public notice of the public comment <br />period and of the intent for the City Council to adopt the Negative Declaration in Exhibit "A" for <br />the proposed project herein. <br />SECTION 6. Certification/Publication. The City Clerk shall certify to the passage of the <br />Ordinance and cause the same or a summary thereof to be published within fifteen (15) days after <br />adoption in a newspaper of general circulation published and circulated in the City of Colton. <br />SECTION 7.
