10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Colton Ordinance No. 0-15-16 <br />Overlay Zone allows the Planning Commission to review proposed industrial uses <br />and impose conditions of approval to ensure compatibility between industrial and <br />residential uses. <br />18.30.020 Map Designation. This zone shall be in the form of an Overlay Zone <br />and shall be established only in conjunction with another zone and shall be <br />designated on the Official Zoning Map with the symbol SDA together with the <br />underlying zone symbol, i.e., R-1/SDA. <br />18.30.030 Conditional Use Permit requirements. <br />A. Plans for all development in an SDA Zone Shall be submitted to the <br />Commission for review and Approval under the Conditional Use Permit <br />procedure. <br />B. Plans for Development be submitted to the Commission May be proposed as a <br />Master Conditional Use Permit whereby potential future land uses are identified <br />within particular buildings and/or locations within a site or parcel. Subsequent <br />Conditional Use Permits shall not be required for uses within particular <br />buildings and/or locations as identified by an approved Master Conditional Use <br />Permit. <br />C. Before approving a proposed Development, the Commission must find that the <br />following conditions are satisfied: <br />1. That the proposed development is in conformance with the goals, policies <br />and land use designations in the General Plan for that area; <br />2. That the proposed development will not impose significant noise, traffic, <br />air quality, aesthetic or other environmental impacts on adjacent or nearby <br />residential neighborhoods that cannot be mitigated to a level of <br />insignificance. <br />3. That the proposed development meets all requirements of this title for <br />similar developments permitted by right. <br />D. In granting a permit, the Commission may impose certain conditions that in its <br />opinion will assist to safeguard the health, safety and property values in that <br />zone. <br />E. If the Commission so deems necessary, it may refuse to allow a use which it <br />considers incompatible with adjacent or nearby residential neighborhoods." <br />2. Amending the Official Zoning Map to apply the SDA -O, Sensitive Development Area - <br />Overlay, zone, with the underlying zone to remain unchanged, for the following parcels, which <br />excludes Area 5, as described above: <br />A. Parcels zoned M-1, Light Industrial, bounded by Ranch Avenue to the west, K Street to <br />the north, M Street to the south, and Third Street to the east, and located at 223, 225, <br />275 S Rancho — APN 0163-051-11, -27, & -30. Identified as "Area I" on the attached <br />map exhibits. <br />B. Parcels zoned M-1, Light Industrial, bounded by K Street to the north, Seventh Street <br />to the east, the BNSF Railroad line to the west, and a public alley to the south, and <br />located at 105, 143 S 7"' Street; 240, 248, 252, 264, 274, 294 West K Street (8 parcels) - <br />19V <br />
