GJ' <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Colton Ordinance No. 0-15-16 <br />o Policy LU -1.9: "Apply a [Sensitive] Special Development Area Overlay [SDA -0] on <br />industrially zoned properties that abut properties zoned for residential uses, and apply <br />appropriate conditions through the discretionary review process to minimize impacts." ; <br />Policy LU -6.1: "Protect residential neighborhoods adjacent to industrial areas pursuant to <br />the policy direction provided in Policy LU -1.9" <br />The proposed SDA -0 expansion will implement this General Plan policy by applying the <br />SDA -0 on industrially zoned properties that abut properties zoned for residential uses and <br />allow for the applying of appropriate conditions through the conditional use permit <br />(discretionary) review process to minimize impacts. <br />o Policy LU -6.2: "Discourage the establishment of incompatible uses in proximity to each <br />other." <br />The proposed SDA -0 expansion will help discourage incompatible uses in proximity to <br />other uses through the conditional use permit process. The proposed general plan update <br />follow-up will prohibit industrial uses on reclassified properties in proximity to residential <br />uses and other uses that may be incompatible to industrial uses. <br />o Policy LU -19.1: "Require that new and expanded industrial and commercial uses adjacent <br />to residential neighborhoods use physical design features such as buffering, landscaping <br />setbacks, screening operational standards, and other methods to minimize light, glare, noise, <br />dust, odor, vibration, traffic, and other impacts. Apply the buffering approach identified in <br />Policy LU -8.2." <br />The proposed SDA -0 expansion will provide a method for requiring physical design <br />features to minimize impacts through the conditional use permit process. The proposed <br />general plan update follow-up will prohibit industrial uses that are most likely to have the <br />greatest impacts on residential neighborhoods and community at large. <br />SECTION 3. The City Council of the City of Colton, in accordance with the California <br />Environmental Quality Act (CEQA), finds that, based on the basis of an Initial Study prepared to <br />assess environmental impacts of the project, the project would not create any significant adverse <br />impacts on the environment and a Negative Declaration (ND) has been prepared to meet CEQA <br />requirements. Therefore, the City Council hereby adopts the Negative Declaration. <br />SECTION 4. Based upon the findings set forth in Sections 1, 2, and 3 of this Ordinance, <br />the City Council hereby approves the following: <br />Section 18.30 of the Colton Municipal Code is amended to read as follows: <br />"Chapter 18.30 SDA SENSITIVE DEVELOPMENT AREA OVERLAY <br />ZONE <br />18.30.010 Intent and purpose. The SDA Overlay Zone is intended to mitigate the <br />impacts of industrial uses near or adjacent to residential neighborhoods. The SDA <br />-5- <br />
