DAP -001-305). <br />WHEREAS, on November 21, 2014, the City Council of the City of Colton ("City <br />Council") adopted the Colton's Hub City Centre Specific Plan (an Amendment to the West Valley <br />Specific Plan); and <br />WHEREAS, the CHCCSP includes Community Planning Design Goals, Development <br />Regulations, and Design Guidelines, Administration of the Specific Plan, for the orderly <br />development of the CHCCSP project area with a mix of land uses; and <br />WHEREAS, on November 22, 2016, the Planning Commission of the City of Colton <br />('Planning Commission") conducted a duly noticed public hearing and recommended that the City <br />Council adopt Specific Plan Amendment No. DAP -001-305 to amend Chapters 1, 3, 4, 5, 6, and 7 <br />of the Colton's Hub City Centre Specific Plan pertaining to the development of Residential <br />Planning Areas, Open Space/Parks, and Circulation; and <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />Findings and incorporated in this resolution; and <br />WHEREAS, the Planning Commission, following the conclusion of said hearing, the <br />Planning Commission adopted Resolution No. R-40-16, recommending approval to the City <br />Council of an Ordinance for Specific Plan Amendment to Chapter's 1, 3, 4, 5, 6, and 7 of Colton's <br />Hub City Centre Specific Plan; and <br />WHEREAS, pursuant to the Guidelines for the California Environmental Quality Act <br />("CEQA"), an Initial Study prepared to assess environmental impacts of the project has determined <br />
