0 <br />7 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />that the project would not create any significant adverse impacts on the environment with mitigation <br />measures and, therefore, a Mitigated Negative Declaration (ND) has been prepared; and <br />WHEREAS, on December 20, 2026, the City Council of the City of Colton ("City <br />Council") held a duly noticed public hearing at which time all persons wishing to testify in <br />connection with the application were heard and the application was comprehensively reviewed; and <br />WHEREAS, all other legal prerequisites to the adoption of this Ordinance have occurred. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />ORDAIN AS FOLLOWS: <br />SECTION 1. The City Council hereby adopts the recitals and findings set forth above and <br />in the agenda report prepared in connection with this Ordinance. <br />SECTION 2. General Plan Consistency. Based on the entire record before the City <br />Council and all written and oral evidence presented, including the staff report and the findings made <br />in this Ordinance, the City Council hereby finds and determines that the proposed Specific Plan <br />Amendment and is consistent with the goals and policies of the City of Colton General Plan and is <br />reasonably related to the public welfare of the citizens of the City and surrounding regions. <br />Specifically, the provisions of this Specific Plan Amendment and pertain to the development of <br />residential subdivisions within the CHCCSP project area in accordance with the CHCCSP goals to <br />revitalize the area around the County's Arrowhead Regional Medical Center with a mix of land <br />uses that will create a sense of community, vitality and vibrancy within the project area. <br />SECTION 3. Chapters 1, 3, 4, 5, 6 and 7 of the CHCCSP, are hereby amended modifying <br />and adding as shown in the attached pages of the CHCCSP (Exhibit A.1.) (New Text is shown <br />Double Underline and deleted text is shown in strikethreagh.) <br />SECTION 7. If any sentence, clause or phrase of this Ordinance is for any reason held to <br />be unconstitutional or otherwise invalid, such decisions shall not affect the validity of the remaining <br />provisions of this Ordinance. <br />SECTION 8. Pursuant to CEQA Guidelines Section 15162(a through d), the Specific Plan <br />Amendment No. 001-305 are within the scope of the CHCCSP evaluated in Certified <br />Environmental Impact Report, SCH No. 2008041067, which was prepared and certified for the <br />CHCCSP in November 2014, and the subsequent Initial Study/Mitigated Negative Declaration and <br />Mitigation Monitoring Report. The Certified Project EIR adequately describes the CHCCSP land <br />uses and potential environmental effects, and the Subsequent Mitigated Negative Declaration <br />further supports the findings of the Project EIR specific to the northwest quadrant of the CHCCSP <br />project area regarding potential environmental effects, and mitigation measures that can reduce <br />these effects to less than significant levels. <br />IPM <br />
