Unless the context specifically indicates <br />otherwise, the following terms and phrases used in this Ordinance shall have the meanings <br />hereinafter designated: <br />1. Act or "the Act". The Federal Water Pollution Control Act, also known as <br />the Clean Water Act, as amended, 33 U.S.C. 1251, et seq. Pursuant to California Water <br />Code §13370 et seq., the State is authorized to implement the provisions of the Act. <br />2. Approved Analytical Methods. The sampling referred to in 40 CFR Part 403, <br />Appendix E, and analysis of samples so collected, shall be performed in accordance with <br />the techniques prescribed in 40 CFR Part 136 and Amendments thereto. Where 40 CFR <br />Part 136 does not contain sampling or analytical techniques for the Pollutant in question, or <br />where the EPA determines that the Part 136 sampling and analytical techniques are <br />inappropriate for the Pollutant in question, sampling and analysis shall be performed using <br />other sampling and analytical procedures approved by the City and the EPA. <br />3. Authorized Representative of Industrial User. An authorized representative of <br />an Industrial User may be: <br />a. A Responsible Corporate Officer, if the User submitting required reports is a <br />corporation; <br />b. A general partner or proprietor if the User submitting the required reports is a <br />partnership or sole proprietorship respectively; <br />C. The person in responsible charge, if the User is a governmental agency; or <br />d. An individual responsible for the overall operation of the facility from which the <br />discharge originates. <br />If authorization under this definition is no longer accurate because a different <br />individual or position has responsibility for the overall operation of the facility, or overall <br />
