Director. The Director of Water and Wastewater for the City of Colton or his <br />authorized representative, agent or deputy. <br />25. Discharge: Shall mean the introduction of pollutants into a POTW from any <br />non-domestic source regulated under section 307(b), (c) or (d) of the Clean Water Act <br />26. Discharger. Any person who, directly or indirectly, causes or contributes to a <br />discharge into the POTW. <br />27. Discharge to the Ground. The discharge of Wastewater to or into the soil <br />which is not contained in an impermeable facility approved by the Director. <br />28. Domestic Wastewater. Water bearing wastes from residences and other <br />premises resulting from personal use of water for ordinary living processes of humans and <br />of such a character as to permit satisfactory disposal, without special treatment, into the <br />POTW. The maximum strength shall be considered to be 250 mg/L each for Biochemical <br />Oxygen Demand (BOD) and for Total Suspended Solids (TSS). <br />29. Effluent. The treated Wastewater flowing from the Wastewater Treatment <br />Facilities, or the Non-domestic Wastewater discharged by an Industrial User, to the POTW. <br />30. Enforcement Response Plan (ERP). A plan that details the progressive <br />responses to escalating non-compliance issues related to violation(s) of a wastewater <br />discharge permit or any section of this Ordinance. <br />31. Environmental Protection Agency (EPA). The United States Environmental <br />Protection Agency or, where appropriate, the term may also be used as a designation for <br />the Administrator or other duly authorized official of the agency. <br />32.
