/i <br />1 ORDINANCE NO. 0-02-14 <br />2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />3 COLTON AMENDING VARIOUS SECTIONS OF CHAPTER <br />13.08 OF THE COLTON MUNICIPAL CODE MODIFYING <br />4 AND REDEFINING RESPONSIBILITIES RELATED TO <br />SEWER LATERALS. <br />5 <br />WHEREAS, Chapter 13.08 of the Colton Municipal Code provides regulations for <br />6 users of the City's wastewater collection and treatment system; and <br />7 WHEREAS, Chapter 13.08 defines the responsibility of the City and the users for <br />8 various blockages and obstructions in the sewer service laterals which connect structures to the <br />9 City's sewer collection system; and <br />10 WHEREAS, many homeowners tend to defer maintenance on the sewer service <br />11 laterals due to the high cost associated with making necessary repairs, thereby increasing the risk of <br />12 groundwater contamination; and <br />WHEREAS, there is a current trend among local agencies that operate sanitary sewer <br />13 <br />systems to assume responsibility for a greater portion of the sewer service laterals to help meet their <br />14 general waste discharge requirements; and <br />15 WHEREAS, the City Council desires to modify and redefine its obligations to <br />16 assume a greater proportion of responsibility for the sewer service laterals. <br />17 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES ORDAIN AS FOLLOWS: <br />18 <br />19 SECTION 1: Section 13.08.105 of Chapter 13.08 of Title 13 of the Colton Municipal <br />20 Code is hereby amended to read as follows: <br />13.08.105 Definitions and abbreviations. <br />21 <br />22 87. Sewer Service Lateral. The Wastewater collection pipe extending from the Structure where <br />23 the Wastewater is generated up to and including the connection to the City's Sewer Collection <br />24 System. <br />25 a. Property Owner Sewer Service Lateral (Upper Portion). The Wastewater collection <br />26 piping extending from the Structure where the Wastewater is generated down to the property line <br />27 where it connects to the City Sewer Service Lateral (Lower Portion). <br />b. City Sewer Service Lateral (Lower Portion). The Wastewater collection piping <br />28 <br />extending dawn from the property line, where the Property Owner Sewer Service Lateral (Upper <br />1 <br />
