" In addition, <br />this Zone Text Amendment will further the implementation of Housing Element Program 17, <br />2 specifically: <br />3 0 "Evaluate and improve the processing system to facilitate residential development." <br />4 Finally, the City of Colton finds that the proposed Zone Text Amendment to streamline permit <br />5 review and approval procedures is reasonably related to the public welfare of the citizens of the <br />City and supports other border Land Use Goals/Objectives of the City; more specifically, it will <br />6 facilitate the orderly growth and development of the city in a more efficient manner than current <br />practices, while ensuring that all permit approvals are in compliance with the development <br />7 standards of the zoning district in which the project is located, and that the approvals are <br />8 consistent with General Plan goals, policies and programs. Improving the processing system to <br />facilitate all projects is consistent and supports Goal LU -3 that strives to "Ensure a strong and <br />9 diversified economic base to provide for fiscal stability and sustainability;" Policy LU -1.3: Ensure <br />that the zoning map, Zoning Code, Specific Plans, and other applicable development -related <br />10 ordinances are brought into conformance with the Land Use Element as soon as practical <br />11 following adopted or amendment." <br />12 <br />New text is shown in underline and bold and deleted text is shown in r'~'�� . <br />13 SECTION 3. Chapter 18.04 of Title 18 of the Colton Municipal Code, pertaining to <br />Definitions, is hereby amended to read as follows: <br />14 Chapter 18.04 Definitions. <br />15 18.04.124 Committee. <br />16 "Committee" means the Application Design Review Committee. <br />17 (Ord. 0-14-92 § 1 (Exh.
