" In addition, this Zone Text Amendment will further the implementation of Housing Element Program 17, 2 specifically: 3 0 "Evaluate and improve the processing system to facilitate residential development." 4 Finally, the City of Colton finds that the proposed Zone Text Amendment to streamline permit 5 review and approval procedures is reasonably related to the public welfare of the citizens of the City and supports other border Land Use Goals/Objectives of the City; more specifically, it will 6 facilitate the orderly growth and development of the city in a more efficient manner than current practices, while ensuring that all permit approvals are in compliance with the development 7 standards of the zoning district in which the project is located, and that the approvals are 8 consistent with General Plan goals, policies and programs.
