2018 JULY 17 CC/SARDA/CUA/CPFA/CHA MEETING 2 - <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Fred Diaz; Estell Kunter; Patricia Gunderson; <br />Jackie Ficarotte; Ben Eilenberg; Carlos Palomino Sr.; Larry Rivas; Cynthia DeLaRosa; Christine Irish-Ré; and <br />Dana Ibarra. <br /> <br />PUBLIC HEARINGS <br /> <br />(1) First City Council Public Hearing – Consider New Electoral District Maps Reducing the Number of <br />Council Members from Six with an At-Large Elected Mayor to Four with an At-Large Elected Mayor <br /> <br />TIME AND PLACE FIXED TO CONSIDER AND ADJUST BOUNDARIES OF PROPOSED <br />DISTRICT-BASED ELECTION MAPS THAT WOULD REDUCE THE NUMBER OF CITY <br />COUNCIL DISTRICTS FROM 6 TO 4, WITH AN AT-LARGE ELECTIVE MAYOR. <br /> <br />Mayor DeLaRosa declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Notice of Public Hearing (on file in the City Clerk’s Office) and there were no <br />protests or objections thereto. <br /> <br />STAFF PRESENTATION <br />City Manager Smith with the assistance of Attorney Priest presented an overview of the above-mention item for <br />Council consideration and requested approval of staff’s recommendation. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Estell Kunter (spoke in opposition); and Christine <br />Irish-Ré (spoke in support). <br /> <br />Motion and Second by CM Navarro/CM González to close the public hearing. <br />Vote: Unanimous <br /> <br />COUNCIL DISCUSSION <br />Discernment and discussion between Councilmembers; with clarification provide by staff: Attorney Priest. <br /> <br />Motion and Second by Mayor DeLaRosa/CM González to approve the redistricting proposal and “Current <br />Match” electoral map. <br />Vote: Motion carried with CM Toro and CM Suchil voting NO. <br /> <br />BUSINESS ITEMS <br /> <br />(2) Local Initiative Measure – Continuing the General Fund Transfer From Electric System Surplus <br />Revenue Fund up to a Maximum of 20% of Gross Revenue - Adopting the following Resolutions: <br />Resolution No. R-80-18 calling for the placement of the continuing General Fund Transfer initiative <br />measure on the November 6, 2018 ballot; Resolution No. R-81-18 requesting the County of San <br />Bernardino to consolidate this election with the Statewide General Election also to be held on November <br />6, 2018; and Resolution No. R-82-18 setting deadlines and rules for the submission of primary and <br />rebuttal arguments for and against the proposed initiative measure, RESOLUTION NO. R-80-18, <br />RESOLUTION NO. R-81-18, RESOLUTION NO. R-82-18. <br /> <br />STAFF PRESENTATION
