2018 JULY 17 CC/SARDA/CUA/CPFA/CHA MEETING 3 - <br />City Manager Smith with the assistance of Attorney Priest presented an overview of the above-mention item for <br />Council consideration and requested approval of staff’s recommendation. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Larry Rivas. <br /> <br />COUNCIL DISCUSSION <br />Discernment and discussion between Councilmembers; with clarification provide by staff: City Manager Smith; <br />Finance Director Dabbs; Attorney Priest; and City Treasurer De La Torre. <br /> <br />Motion and Second by Mayor DeLaRosa/CM González to approve and adopt Resolution No. R-80-18, <br />Resolution No. R-81-18, and Resolution No. R-82-18. <br />Vote: Unanimous <br /> <br />(3) Local Initiative Measure – Establishing a Tax on Cannabis Businesses Operating Within the City of <br />Colton - Consider adopting the following Resolutions: Resolution No. R-83-18 calling for the placement <br />of a cannabis business tax initiative measure on the November 6, 2018 ballot; Resolution No. R-84-18 <br />requesting the County of San Bernardino to consolidate this election with the Statewide General <br />Election also to be held on November 6, 2018; and Resolution No. R-85-18 setting deadlines and rules <br />for the submission of primary and rebuttal arguments for and against the proposed initiative measure, <br />RESOLUTION NO. R-83-18, RESOLUTION NO. R-84-18, RESOLUTION NO. R-85-18. <br /> <br />STAFF PRESENTATION <br />Director Mark Tomich, Development Services Department, with the assistance of Attorney Priest presented for <br />Council consideration an overview of the above-mention item; concluded with approval of staff’s <br />recommendation. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Gem Montes; and Gary Grossich. <br /> <br />COUNCIL DISCUSSION <br />Discernment and discussion between Councilmembers; with clarification provide by staff: Attorney Priest. <br /> <br />Motion and Second by MPT Woods/Mayor DeLaRosa to approve and adopt Resolution No. R-83-18, <br />Resolution No. R-84-18, and Resolution No. R-85-18. <br />Vote: Unanimous <br /> <br />CONSENT CALENDAR <br />Mayor DeLaRosa presented the Consent Calendar Items 4 through 14. <br /> <br />Motion and Second by CM Navarro/CM Suchil to approve the Consent Calendar Item 4 through 14. <br />Vote: Unanimous <br /> <br />(3) Minutes – Approval of Minutes for the City Council Regular Meeting Held July 3, 2018 on File in the <br />Office of the City Clerk. <br /> <br />(4) Warrants – Approve US Bank voucher dated 06/20/2018 and totaling $31,687.77; voucher numbers <br />171778 to 171916 dated 06/28/2018 and totaling $2,628,679.46; voucher numbers 171917 to 172008 <br />dated 07/02/2018 and totaling $70,096.37 and voucher numbers 172009 to 172154 dated 07/05/2018 <br />and totaling $491,808.60. <br />
