2018 AUGUST 7 CC/CUA/CPFA/CHA MEETING 3 - <br /> <br />PUBLIC HEARINGS <br /> <br />(1) Second and Final City Council Public Hearing – Consider New Electoral District Maps Reducing the <br />Number of Council Members from Six with an At-Large Mayor to Four with an At-Large Mayor <br /> <br />TIME AND PLACE FIXED TO CONDUCT THE SECOND AND FINAL CITY COUNCIL PUBLIC <br />HEARING TO CONSIDER NEW ELECTORAL DISTRICT MAPS REDUCING THE NUMBER OF <br />COUNCIL MEMBERS FROM SIX WITH AN AT-LARGE MAYOR TO FOUR WITH AN AT- <br />LARGE MAYOR AND CONSIDER AND ADJUST BOUNDARIES OF PROPOSED DISTRICT- <br />BASED ELECTION MAPS THAT WOULD REDUCE THE NUMBER OF CITY COUNCIL <br />DISTRICTS FROM 6 TO 4, WITH AN AT-LARGE ELECTIVE MAYOR. <br /> <br />Mayor DeLaRosa declared the Public Hearing Open. <br /> <br />City Clerk Padilla submitted the Notice of Public Hearing (on file in the City Clerk’s Office) and there were no <br />protests or objections thereto. <br /> <br />Staff Presentation <br />Attorney William Priest, BB&K, presented an overview of the above-mention item for Council consideration <br />and requested approval of staff’s recommendation. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: <br />Ben Eilenberg, spoke against approval of the item; <br />Linda Black, spoke in support of the item; and <br />Gary Grossich, spoke in support of the item. <br /> <br />Motion and Second by CM Suchil/CM Navarro to close the public hearing. <br />Vote: Unanimous <br /> <br />Motion and Second by Mayor DeLaRosa/CM González to approve and adopt Resolution Nos. R-96-18, <br />Resolution No. R-97-18, and Resolution No. R-98-18. <br />Vote: Motion carried with CM Toro/CM Suchil voting NO. <br /> <br />RESOLUTION NO. R-98-18 <br />At the City Council’s discretion, appoint authors to write arguments and rebuttals for and against Measure <br />(primary arguments are due August 23, with rebuttals due August 28) <br /> <br />Motion and Second by Mayor DeLaRosa/MPT Woods to allow the public (individual voter(s) who is eligible to <br />vote on the measure) to write arguments and rebuttals for and against the measure. <br />Vote: Unanimous <br /> <br />(2) Basic Fee for Storm Water Services and the Storm Water Management User Fee Public Hearing – Adopt <br />Resolution R-89-18 approving the Basic Fee for Strom Water Services and Storm Water Management <br />User Fee for Fiscal Year 18/19. <br /> <br />TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO APPROVE AND ADOPT A <br />RESOLUTION APPROVING BASIC FEE FOR STORM WATER SERVICES AND THE STORM <br />WATER MANAGEMENT USER FEE FOR FISCAL YEAR 18/19, AS PROVIDED FOR IN <br />CHAPTER 14.01 OF THE COLTON MUNICIAPL CODE, RESOLUTION NO. R-89-18.
